The primary purpose of this position is to serve as a first level supervisor providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to SAF/FMEO. Provides a central point of contact for the effective coordination, communication, an integration of key workforce management and development initiatives throughout DoD and the Air Force.
Duties
Manages, organizes, and directs the activities of the Executive Services and Operations division, ensuring that administrative, executive correspondence, security, facility support, information technology programs comply with legal and regulatory requirements and meets the customer needs.
Identifies and interprets guidance affecting the budget execution environment.
Performs assignments involved in the effective and efficient management and development of Air Force FM transformation initiatives and strategic planning.
Manages implements and administers the Security Program for the Office of the Assistant Secretary of the Air Force for Financial Management.
Exercise supervisory personnel management responsibilities.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes planning and directing assignments vital to the success of the financial program of the Secretary of the Air Force. The work involves establishing fiscally prudent financial management systems that will serve as models for the entire Air Force. The incumbent develops proposals that shape and control the direction of the financial programs, The work involves a high degree of analytical ability to continuously evaluate available resources, respond to changes made by DoD in resource allocation, and advise the command's senior leadership on policies to match a dynamic fiscal environment with the program requirements of the command. must comprehend and evaluate many and diverse accounting, legal, procurement, budgeting and funding structure and management techniques including reimbursable and direct budget authority, appropriation law and Federal Acquisition Regulations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of and ability to interpret financial reports, schedules, and statements; and, an understanding of budget and cost functions, interrelated activities, and statutory and regulatory requirements of a wide variety of DoD and Air Force activities.
Knowledge of safety and security regulations, practices, and procedures; AND Knowledge of Public Law, DOD and Air Force directives governing financial management procedures.
Ability to plan; organizes and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors; AND Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Ability to communicate both orally and in writing; AND Ability to communicate effectively with others both orally and in writing, in working out solutions to problems or questions relating lo work.
Comprehensive knowledge financial management systems and concepts, and program policies, principles, and practices.
Ability to prepare special studies and staff reports including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work; AND Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound problem solving decisions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
