The primary purpose of this position is to to perform technical work in support of the Department of Air Force's Master Materials License, issued by the Nuclear Regulatory Commission, which authorizes Air Force and Space Force industrial and research facilities to possess and use radioactive materials.

Duties

Radioisotope Committee Action Officer overseeing a comprehensive radiation safety program in support of the DAF's Master Material License (MML) issued by the NRC. Serves as technical expert and authoritative DAF representative for radiological matters. Represents the DAF at program management, policy, and technical meetings with other organizations such as DHA, DoD, NRC, industry, professional societies, and other Federal agencies. Action Officer for DAF radiation safety and occupational and environmental health programs. Advises the DAF on radiation health aspects of health risk assessments (HRAs) with a wide latitude to apply independent judgment. Develops, creates, and administers ionizing and non-ionizing radiation strategy and policy directives. Reviews national, state, and local legislation related to radiological issues and works directly with NRC, DoD, and DAF commands to understand their needs and develop programs to support the execution of DAF mission requirements.

• A degree in natural science or engineering that includes at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus.
• Duties require recurring travel CONUS/OCONUS to locations with missions involving radioactive material and radiation producing devices, to ensure DAF installations with permitted radioactive material are adhering to NRC requirements.
• Establishes, coordinates, and conducts an annual and recurring radiation safety and occupational health awards program, as applicable.
• A qualified Health Physicist capable of being named to Air Force Master Materials License issued Radioactive Materials Permits is highly desired.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Position and IOR BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: natural science or engineering that included at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus. OR Combination of education and experience -- courses as shown above, plus appropriate experience or other education; or certification as a health physicist by the American Board of Health Physics, plus appropriate experience and other education that provided an understanding of sciences applicable to health physics comparable. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes 1) Applying knowledge of health physics principles, practices, techniques, and procedures to effectively perform project development, execution, training, and advisory services. 2) Providing knowledge of applicable Federal, State, and local laws, regulations, and other guidance to make decisions and recommendations concerning assigned and/or integration principles and practices, and health, safety, and security practices. 3) Using byproducts, sources, and special nuclear materials, natural and accelerator produced radioactive materials, machines that produce radiation, and principles of radiation detection and measurement. 4) Resolving environmental problems that require the investigation of radiation contamination or other questionable conditions. 5) Identifying problems and providing technical support to resolve issues. 6) Administering knowledge of the most complex operations, processes, materials, and equipment and ability to apply current advances and independent judgment to solve unusual problems and develop complex or new control methods. 7) Accomplishing environmental sampling for analysis and maintaining contact with laboratory that is providing analytical services. 8) Interpreting analytical results to determine proper disposal method. 9) Integrating in an interdisciplinary team of professionals to include public health specialists, physical scientists, biological scientists, environmental engineers, regulators, and other governmental officials and community groups. 10) Communicating effectively, orally and in writing, clearly, concisely, and with technical accuracy. 11) Communicating with a technical and lay community which may be either supportive or antagonistic. 12) Tracking radiation hazards, controls, and evaluations in recognized Occupational and Environmental Health database. 13) Conducting on-site evaluations of outdoor processes in all environmental conditions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of health physics principles, practices, techniques, and procedures to effectively perform project development, execution, training, and advisory services. Knowledge of applicable Federal, State, and local laws, regulations, and other guidance to make decisions and recommendations concerning assigned and/or integration principles and practices, and health, safety, and security practices. In-depth knowledge of and extensive experience in the use of byproduct, source, and special nuclear materials, natural and accelerator produced radioactive materials, machines that produce radiation, and principles of radiation detection and measurement. 2. Knowledge and skill required to resolve environmental problems that require the investigation of radiation contamination or other questionable conditions. Ability to assist in identifying problems and provide necessary technical support to resolve issues. Must be capable of assisting with economic analysis to determine the feasibility of acquisitions and determine the most economical means of satisfying organizational and regulatory requirements. 3. Knowledge of the most complex operations, processes, materials, and equipment and ability to apply current advances and independent judgment to solve unusual problems and develop complex or new control methods. 4. Knowledge and skill to accomplish environmental sampling for analysis and maintain contact with laboratory that is providing analytical services. Ability to interpret analytical results to determine proper disposal method. 5. Skill to integrate in an interdisciplinary team of professionals to include public health specialists, physical scientists, biological scientists, environmental engineers, regulators, and other governmental officials and community groups. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy. Communicate with a technical and lay community which may be either supportive or antagonistic. 6. Ability to track radiation hazards, controls, and evaluations in recognized Occupational and Environmental Health database. Ability to conduct on-site evaluations of outdoor processes in all environmental conditions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
