The primary purpose of this position is to provide analysis and evaluation of contracting matters as well as to interpret, initiate, develop, and recommend contracting policies, procedures, and guidance for a Systems Program Office, Center, MAJCOM or equivalent contracting organization and subordinate contracting activities.
Duties
Serves as principal advisor to subordinate contracting activities and/or other acquisition team members and provides technical expertise in identifying acceptable solutions to resolve contractual issues encountered during all phases of the acquisition process.
Reviews and evaluates contract actions from the inception of requirements through contract award to ensure regulatory and procedural requirements have been met for PEO programs; ACAT rated programs; enterprise-wide strategic sourcing initiatives or program affecting strategic national objectives; research, development, production, operational test and evaluation, sustainment of extensive specialized equipment or systems, state-of-the-art systems, and/or programs and equipment that are not well defined or span successive program stages.
Conducts training of contracting personnel to improve organization performance.
Participates in special projects and initiatives and performs special assignments.

Qualifications
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: DAWIA EDUCATION REQUIREMENTS, Public Law 106-398, Section 808 to 10 U.S. Code 1724: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: You must submit copies of your official transcripts.
SPECIALIZED EXPERIENCE: Applicants must have, or will have within 120 days of the closing of this announcement, at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience includes: soliciting, evaluating, negotiating, and awarding contracts as a contracting officer; administering contracts by assuring compliance with terms and conditions; terminating contracts by analyzing, negotiating, and settling claims and proposals; analyzing and evaluating cost or price proposals; planning, establishing, or reviewing contracts, programs, policies, or procedures; formulating and administering policies and procedures to insure achievement of Federal socioeconomic goals; developing acquisition strategies and directing or managing procurements; and/or providing staff advisory services within the contracting occupation.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to preaward and postaward actions for a variety of complex and/or diversified services and commodities.
Knowledge of the business environment (e.g. economic trends, awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of factfinding/market research.
Analytical skill sufficient to evaluate audit reports, regulations, and other relevant material as a basis for developing and implementing guides or procedures.
Skill in oral communications to present sensitive recommendations to higher authority, to obtain compliance with policies from subordinate activities, and to represent the department or agency on task forces, and skill in written communications sufficient to develop and publish regulations and materials.
Ability to recognize and analyze problems, conduct research, summarize results, make appropriate recommendations, prepare training materials and conduct training.
Ability to set priorities, establish goals, and assess progress toward their achievement for completion of multiple assignments based on the needs of the organization and their customers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
