This position is located in the Department of Defense Office of Inspector General (DoD OIG), Mission Support Team (MST), Logistics Management Office (LMO), Travel and Transportation Division. This position serves as the subject matter expert for transportation planning and manages the Parking Program, the Mass Transportation Benefit Program (MTBP), and the Welfare and Recreation Association (WRA).
Duties
Manages the agency's parking program, mass transportation benefits program and the welfare recreation program.
Develops policy, procedures, plans, goals, objectives, metrics, and internal controls for assigned programs.
Conducts extensive, detailed analytical studies such as feasibility studies of proposed transportation procedural or operational changes.
Develops strategies for acquisition of transportation assets and services.
Collaborates and communicates with internal and external stakeholders using various means.
Requirements
- Must be a U.S. Citizen.
- Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
- Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
- Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Time in Grade:
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: 1) program management in the transportation field; (2) developing policies related to transportation, parking, and mass transportation; (3) identifying procurement needs and submitting acquisition requirements for purchase.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
