You will serve as a Financial Management Analyst at the GG-12 grade level assigned to Comptroller/Resource Manager at Fleet Cyber Command/Commander TENTH Fleet (FCC/C10F). All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

You will perform budget formulation and budget execution of all programs as required. You will be responsible for a wide range of accounting and financial operations. You will utilize financial systems including Command Financial Management System (CFMS), Program Budget Information System (PBIS) and Defense Agencies Initiative (DAI) to manage internal controls of Navy and Intelligence resources. You will serve as the financial technical authority and provides advice on the full range of accounting, budgeting, manpower, and financial management activities for FCC/C10F. You will control financial resources allocated to FCC/C10F, making recommendations for financial rebalancing as appropriate. You will utilize knowledge of accounting and financial management concepts, principles, practices, laws, and regulations.

• This position may requires a 2-Year DCIPS trial period requirement.
• This position requires a periodic polygraph examination.
• This is a Financial Management Level 2 Certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. Certification level must be achieved within 2 year of service date in the position.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: Performing budget formulation and budget execution of all programs as required for the command. Utilizing financial systems such as Command Financial Management System (CFMS), Program Budget Information System (PBIS) in support of Navy and Intelligence resources. Analyzing and evaluating continual changes within the financial/budgetary programs and funding, and assisting in the implementation of budgetary and financial policies to meet organizational goals and objectives. Providing advice on the full range of accounting, budgeting, manpower, and financial management activities for the command.
