You must reside within the following counties: Oneida, Madison, Herkimer, Onondaga, Lewis, and Oswego. Applicants must live within one of these counties OR move to one prior to starting the position.
Duties
Supervises functions involving the preparation, analysis, and presentation of accounting data; the operation, maintenance, and modification of systems; the use of accounting information to recommend solutions to management.
Provides technical advice regarding accounting issues; and evaluates proposed policies. Coordinates, and implements policy and procedural improvements, as warranted, to correct identified operational deficiencies.
Directs efforts of staff members. Plans and assigns work to be accomplished based on priorities, consideration of difficulty/requirements of assignments, including setting/adjusting short-term priorities and schedules for completion of work.
Identifies training and developmental needs of employees, provides or arranges for needed development and training
Interviews candidates; recommends selections for appointment and promotions, or reassignment to such positions in the Branch or Section.
Duties of the position will be developmental in nature if selected below the GS-12 grade level.

Qualifications
This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below:
Bachelor's degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR A Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality (This can include up to 6 hours of business law),
OR A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.

In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade in the Federal service, which demonstrates the ability to perform the duties of the position.
At the GS-11 level: Specialized experience is defined as: providing accounting support that ensures the overall effectiveness and efficiency of the accounting operations. Experience must demonstrate knowledge of laws, regulations, directives, accounting principles and theories as demonstrated by experience, education and training. Examples include assisting in-depth analysis, evaluation and interpretation; Assisting in developing, adapting, modifying or integrating of accounting data; Assisting in designing, implementing and assessing operating systems and internal control processes; Enhancing the validity, accuracy, and integrity of accounting processes.
At the GS-12 level: Specialized experience is defined as: providing high-level accounting support to senior leadership that ensures the overall effectiveness and efficiency of the accounting operations. Experience must demonstrate a comprehensive knowledge of laws, regulations, directives, accounting principles and theories as demonstrated by experience, education and training. Examples include providing in-depth analysis, evaluation and interpretation; Developing, adapting, modifying or integrating of accounting data; Designing, implementing and assessing operating systems and internal control processes; Enhancing the validity, accuracy, and integrity of accounting processes.
Time-in-Grade GS-11: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.
Time-in-Grade GS-12: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
