The primary purpose of this position is to administer United States Special Operations Command's military personnel recognition program (awards, medals, decorations, commendations, unit, and special trophy); to serve as the principal advisor to the command on all military joint awards programs.

Duties

Performs final review of recommendations for joint awards, medals, decorations, commendations, and other actions submitted by units or processed by other clerks. Administers program and serves as the primary advisor for individuals, commanders, and other personnel within headquarters and subordinate commands regarding awards and decorations policies, procedures, and requirements. Uses a variety of office automation hardware, software, and peripherals in the performance of military personnel functions and performs other clerical support work to produce a wide range of documents, formats, etc pertaining to the command Joint military awards and decorations program. Updates, inquires, and processes actions through Personnel Data System.

  • Must be able to obtain and maintain a Top Secret Clearance with access to Sensitive Compartmented Information (SCI).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, 0203 Series. SPECIALIZED EXPERIENCE (CURRENT/FORMER FEDERAL APPLICANTS): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes: 1) Applying knowledge of joint military policies and procedures relating to the joint awards and decorations program. 2) Using knowledge of joint military organization structure, protocol, and similar matters. 3) Providing knowledge of joint format, content, and uses of the military personnel record and other applicable Service-specific records. 4) Applying knowledge of the military personnel automated system. 5) Administering knowledge of general office administrative and clerical procedures. 6) Using various office automation hardware, software, and peripherals to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. 7) Communicating effectively and maintaining professional work relationships. 8) Planning, organizing work, and meeting deadlines. 9) Providing knowledge of policies and procedures related to safeguarding of classified and sensitive information. SPECIALIZED EXPERIENCE (NON-FEDERAL APPLICANTS): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes: 1) Applying knowledge of joint military policies and procedures relating to the joint awards and decorations program. 2) Using knowledge of joint military organization structure, protocol, and similar matters. 3) Providing knowledge of joint format, content, and uses of the military personnel record and other applicable Service-specific records. 4) Applying knowledge of the military personnel automated system. 5) Administering knowledge of general office administrative and clerical procedures. 6) Using various office automation hardware, software, and peripherals to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. 7) Communicating effectively and maintaining professional work relationships. 8) Planning, organizing work, and meeting deadlines. 9) Providing knowledge of policies and procedures related to safeguarding of classified and sensitive information. OR EDUCATION: Successful completion of at least one full year of graduate level education in a field directly related to the duties of the position which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience as described above and graduate level education. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. (CURRENT/FORMER FEDERAL) One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. (NON-FEDERAL) One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of joint military policies and procedures relating to the joint awards and decorations program. Knowledge of joint military organizational structure, protocol, and similar matters. Knowledge of the joint format, content, and uses of the military personnel record and other applicable Service-specific records. Knowledge of and ability to use various office automation hardware, software, and peripherals to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. Knowledge of policies and procedures related to safeguarding of classified and sensitive information. Ability to plan, organize work and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
