This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Utilizes extensive knowledge of processes, practices, methods and techniques involved in construction and revision of cadastral maps, charts, shape files and related cartographic products in computer and plastic media, incumbent selects and compiles data from a variety of sources.
Duties
Develops mapping products using Computer Aided Design and Drafting (CADD) or Geographic Information System (GIS) software.
Writes, reviews, and approves real property land descriptions for use in legal instruments of conveyance, determining proper type of boundary description, such as PLSS, metes and bounds, centerline, etc.
Reviews and prepares real estate design memoranda, reviews construction plans and specs, and other engineering documents and drawings and determines the amount and location of real estate interests required to support projects.
As workload dictates, recommends and carries out contracting actions for land descriptions, surveys, map scanning and other products/services.
Performs complex phases of cartographic compilation work in the construction, revision and maintenance of Real Estate maps and charts.
Verifies the accuracy of descriptions both graphically by plotting and mathematically using algebra, geometry, trigonometry and coordinate geometry in computing areas, angles and dimensions.

GS-11 Specialized Experience: One year of specialized experience which includes providing professional, technical, and administrative expertise for Computer Aided Design and Drafting (CADD) and Geographic Information Systems (GIS) software, applying sound cartographic techniques and methods in the delivery of mapping products in accordance with established policies; implementing solutions to complex discrepancies in data, and utilizing advanced database design systems independently with no supervisory oversight. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
GS-10 Specialized Experience: One year of specialized experience which includes providing professional, technical, and administrative expertise for Computer Aided Design and Drafting (CADD) and Geographic Information Systems (GIS) software, applying sound cartographic techniques and methods in the delivery of mapping products in accordance with established policies; implementing solutions to complex discrepancies in data, and utilizing advanced database design systems with little to no supervision. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
GS-09 Specialized Experience: One year of specialized experience which includes providing professional, technical, and administrative expertise for Computer Aided Design and Drafting (CADD) and Geographic Information Systems (GIS) software, applying sound cartographic techniques and methods in the delivery of mapping products in accordance with established policies; implementing solutions to complex discrepancies in data, and utilizing advanced database design systems with a moderate level of supervisory oversight. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
GS-08 Specialized Experience: One year of specialized experience which includes: Performing digitization of standard and complex map products including maps, graphic illustrations, and/or enhanced spatial databases; importing and manipulating digital data from a variety of platforms; organizing, directing, and scheduling work for digitizing; writing or modifying computer programs for data conversion, display, or analysis; scanning, editing, and manipulating digital map data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
GS-07 Specialized Experience: One year of specialized experience which includes: Preparing conventional maps, graphs, and illustrations using traditional cartographic methods or automated systems; performing automated and/or manual digitizing to convert data into Geographic Information System (GIS) databases; producing plotted maps using automated systems and software; entering data obtained from a variety of sources in digital format; editing, verifying, and formatting data in digital form; processing cartographic data and graphic products for entry into a digital database by editing and reviewing data for accuracy and consistency. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
GS-06 Specialized Experience: One year of specialized experience which includes: Performing drafting and mapping work to produce a variety of cartographic products; preparing or modifying digital maps; digitizing, scanning, creating, compiling, or drafting maps, diagrams, and data according to basic cartographic principles; creating digital data bases, map layouts, and base maps using Geographic Information System (GIS); preparing illustrations, maps, and charts using standard GIS and/or drafting methods according to basic cartographic principles and publication standards; editing previously digitized data for completeness, coding, and accuracy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
GS-05 Specialized Experience: One year of specialized experience which includes: Performing limited drafting and mapping work involving a variety of basic cartographic methods; performing detailed tasks to gather and prepare digital data sets, maps, and/or charts; digitizing data sets and entering information into metadata files; maintaining data bases for generating cartographic output; preparing or modifying maps using Geographic Information System (GIS) software; preparing finished copies of maps, graphs, and illustrations for reports; preparing base maps on scale-stable material; learning operations characteristics, capabilities, and limitations of digital cartographic systems; operating drafting machines and equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-05 grade level only, you may substitute education or a combination of education and experience to qualify for the GS-05 grade level.
Education (GS-05 grade level only): Completion of a full four-year course of study leading to a bachelor's degree that included at least 18 semester hours in courses such as cartography, astronomy, geodesy, photogrammetry, oceanography, computer science, land surveying, geophysics, remote sensing, algebra, trigonometry, and calculus. Combination of Education and Experience (GS-05 grade level only): A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is as least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
