The primary purpose of this position is to serve as an Information Technology Specialist (Systems Analysis) for the National Air and Space Intelligence Center. This position is responsible for information technology requirement management associated with enterprise-wide IT systems, supplies, and services for the Communications and Information Directorate (SC) and mission groups at NASIC.
Duties
Assesses IT user techniques and methodology in assigned areas and evaluates requirements for appropriate solutions.
Interfaces with user elements to assure requirements are being met through the life of the project.
Evaluates proposals for specified hardware and software.
Designs approach to implementing the solution and formulates plans for acquiring necessary hardware and software.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management Positions.
This is a GG-07 Target GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-07 duties for the "Professional" work category are at the "Entry/Developmental" work level and are equivalent to those at the GS-07 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
INDIVIDUAL OCCUPATIONAL REQUIREMENT:
EDUCATION: All academic degrees and coursework must be from accredited or pre-accredited institutions. Education must demonstrate the competencies knowledge, skills, and abilities necessary to do the work.
Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
GG-07: 1 full year of graduate level education or superior academic achievement.
GG-09: master's degree or equivalent graduate degreeor2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree
GG-11: Ph.D. or equivalent doctoral degreeor3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of IT principles, concepts, and methods: and the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans. Knowledge of analysis, requirements management, contract support, and contractor performance quality assurance concepts, principles, standards, methods, techniques, practices, and procedures and knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare budget recommendations in support of IT requirements. Knowledge of security procedures to maintain control of classified material and ensure effective security practices with regard to oversight of contractor. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge and experience with requirements analysis, requirements management, contract support, and contractor performance quality assurance concepts, principles, standards, methods, techniques, practices, and procedures and knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare budget recommendations in support of IT requirements.
Knowledge of NASIC, AF, Department of Defense, IC, and national-level regulations, policies, guidelines, and requirements related to contract support/assurance, and procurement to include the Federal Acquisition Register (FAR), Defense FAR Supplement for acquisition, and Contracting Officer's Representative or Technical Monitor support.
Knowledge of security procedures to maintain control of classified material and ensure effective security practices with regard to oversight of contractor and skill in applying information systems security practices and procedures to applicable work processes.
Skill and experience applying analytical and evaluative techniques to identify/investigate/resolve issues/problems associate with contract support as well as modifying standard practices and techniques associated with these two areas and skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing technology in the areas of hardware and software.
Ability to communicating effectively, both orally and in written resolving conflicts; effectively negotiating issues; maintaining good working relationships; satisfying customer expectations; and resolving customer problems.
CONDITIONS OF EMPLOYMENT CONTINUED:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
This position is an Acquisition Professional Development Program (APDP) Information Technology Level II and incumbent must meet appropriate certification requirements issued under the authority of DoD Directive 5000.52, "Defense Acquisition Education, Training, and Career Development Program" no later than 24 months after accepting this position and maintain currency with continuing acquisition education requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations.
