This is a bargaining unit position with AFGE Local 228. This is not a (drug) testing designated position (TDP). This position is located in the Small Business Administration, Government Contract Business Development - HQ, HUBZone in Washington, D.C. and Indianapolis, IN. The incumbent processes applications for certification and/or conducts periodic compliance reviews to determine initial or continuing eligibility under one or more of these programs, including protests and appeals.

Duties

Reviews and analyzes all required documentation for applications; Recertifications and programs exams for the business development program to determine program eligibility; Researches, complies data and prepares pre-decisional determinations; Participates in outreach efforts to assure appropriate responsiveness for the acquisition and economic development for communities needs.

Qualifications

GS-09: One year of specialized experience, equivalent to the GS-07 grade level in the Federal service, obtained in either the private or public sector; verifying employment data, researching and evaluating third party verification reports to determine program eligibility and/or continued program eligibility; and using a variety of software applications and technologies in all aspects of the job. These qualifications must be clearly referenced in your resume. GS-11: One year of specialized experience (equivalent to the GS-09 grade level in the Federal service) obtained in either the public or private sector analyzing business financial statements, reviewing and confirming corporate documents, i.e., stock certificates, by-laws, tax returns, etc., verifying employment data researching and evaluating third party verification reports to determine program eligibility and/or continued program eligibility and using a variety of software applications and technologies in all aspects of the job. These qualifications must be clearly referenced on your resume. It is available for your review on OPM's Qualifications web site: General Business and Industry Series - 1101 Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by 11:59 pm (Eastern Time) on 09/18/2023.

If you do not meet the specialized experience requirements, you may also qualify with education. You MUST submit transcripts (official or unofficial) with this application if you wish to qualify based on education.

GS-09: Successful completion of a Master's or equivalent degree related to the position being filled (e.g. business, finance, accounting), or 2 years of progressively higher graduate level education leading to such a degree or LL.B or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is 18 semester hours or the number of credit hours that the school attended has determined to represent 1 year of full-time study. You must submit transcripts (official or unofficial) to support this option. If selected, official transcripts will be required.

GS-11: Successful completion of a Ph.D or equivalent doctoral degree related to the position to be filled (e.g. business, finance, accounting), or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. One year of full-time graduate education is 18 semester hours or the number of credit hours that the school attended has determined to represent 1 year of full-time study. You must submit transcripts (official or unofficial) to support this option. If selected, official transcripts will be required.

Combination of Experience and Education:

GS-09: Combination of education and experience as specified above. For example, an applicant who has 1.0 full year of Masters level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

GS-11: Combination of education and experience as specified above. For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
