About the Position: This is a permanent position with the Headquarters, U.S. Army Corps of Engineers, Military Programs Directorate located in Washington, D.C.

Duties

Exercise management and operational control over architecture, engineer and construction programs. Establish ongoing practices to ensure the organization's processes and resources support the strategic plan's mission and vision statement. Apply in-depth understanding of the mission objectives according to applicable guidance and directives to anticipate major programming needs/problems and to provide timely, effective guidance. Provide program guidance and reviews of acquisition activities and organizational initiatives on the field. Work with the senior policy advisor, strategic planner, performance program manager, and other offices to develop, coordinate, and provide authoritative interpretations of legislation, higher HQ policies, and command intent. Develop and maintains professional, strategic communication products that ensure alignment and consistency of messaging in governance forums.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This is a Critical Acquisition position, Acquisition category 1 (ACAT 1).

Specialized Experience: One year of specialized experience which includes: 1) developing and analyzing strategic plans for architecture, engineer and/or construction programs to achieve mission and objectives; 2) furnishing operations and maintenance (O&M) plans to assist with administrative activities and/or to develop organizational processes to improve business performance; 3) interpreting, developing and establishing policies to facilitate implementation of program initiatives; 4) overseeing construction programs/projects; and 5) developing and leading acquisition initiatives and strategies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Acquisition StrategyProgram/Project ManagementStrategic PlanningStrategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
