This position is located in the Department of Housing and Urban Development, Office of Administration.
Duties
As a Senior Project Management Specialist, you will:
Participate in goal setting for field offices, monitoring performance, establishing procedures, reviewing and interpreting changes in regulations and policies for the OFAR jurisdiction.
Serve as Project Team Leader in the oversight of the diverse workload assignments of the Project Management Specialists.
Serve as a consultant to Administration staff on complex issues associated with space design, furniture layout, and construction management. Provide continuous coordination among a variety of internal and external groups.
Work with a diverse number of organizations in housing, administration, community planning and fair housing which are involved in a wide scope of functional operations.
Formulate HUD's position on plan development and modifications for all phases of an office relocation, construction or realignment/improvement of office space.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
-Experience with the estimating, development, management, and oversight of allocated project funds. This experience must include the ability to track in detail obligated/unobligated funds, budget vs. actual funds expended and the ability to ensure funds are obligated in a timely manner based on contractual time constraints, AND
-Experience using both COTS budgeting software and excel spreadsheets to track funding for projects; AND
-Experience using design tools such as AutoCAD, MS project, Revit or any other Building Information Modeling (BIM) software programs. Incumbent must have experience in not only using these tools but demonstrate strong analysis experience in designing space that is both functional and appealing when designing office space; AND
-Performing project management on commercial space management and alteration projects.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
