Employee will be assigned to the Human Resources Personnel Security Unit (PSU), VA Medical Center, Wichita, KS, serving as a Security Assistant performing security-related functions in support of a Network Personnel Suitability and Credentialing Program. This program ensures that all employees have the appropriate level of security/suitability clearance commensurate with their assignment.

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-07. At the GS-05 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-07. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Duties include, but may not be limited to the following:
Performs work related to the collection, organization, and/or tracking of information in support of the Personnel Security Program.
Initiates, reviews, and approves background cases for release to the Office of Personnel Management (OPM) in compliance with policies relating to completion of suitability investigations for federal employees and others requiring background investigations for non-sensitive and public trust positions.
Assists the Personnel Security Specialist in collecting appropriate background information, tracking and reviewing data, completion of reports, maintaining databases and processing follow-up actions on various security related matters, and assisting with suitability adjudications.
Reviews position risk sensitivity levels; tracks the level assigned and the appropriate background investigation needed; refers employees for fingerprinting; reviews and releases background investigations into the appropriate processing system.
Compiles data to produce reports; and maintains logs of current employees in public trust positions to ensure reinvestigations are initiated, reviewed, and released accordingly.
Takes and transmits electronic fingerprints for new employees.
Enters appropriate data in required databases related to a new employee's suitability from a wide variety of sources (i.e. fingerprint/badge log, notification(s) of investigation(s) scheduled, etc.).
Performs administrative tasks involved with the authorization and issuance of the Personal Identity Verification (PIV) card; maintains proficiency in the PIV portal to create and issued PIV cares, capture biometrics, troubleshoot card and pin issues, and perform all aspects of card lifecycle management.
Presents training/briefings (in conjunction with Personnel Security Specialist) for supervisors, managers, and employees related to various aspects of the program.
Requests information from various law enforcement agencies and courts.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm.

Qualifications
SPECIALIZED EXPERIENCE: Applicants must possess at least one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-4 level in the Federal service. Specialized experience includes: knowledge of personnel security objectives and programs; carrying out support tasks related to security administration; entering, extracting, and evaluating employee information in databases; fingerprinting staff and issuing personnel security cards; maintaining reports and logs; and communicating with and providing customer service to individuals from a variety of backgrounds.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (Transcript Required): Successful completion of (4) years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial or technical school.

COMBINING EDUCATION AND EXPERIENCE (Transcript Required): Combination of successfully completed post high school education and experience may be used to meet total qualification requirements.

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, or carrying of light items such as papers, small boxes, or books.
