This Financial Accounts Technician is assigned to the Employee Compensation Unit within the Finance Service Line in support of the Cincinnati VA Medical Center, Cincinnati, OH.
Duties
***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION***
Duties include but are not limited to the following:
Audits and reconciles time and attendance records to assure accuracy of paid hours;
Ensures pay actions are in compliance with compensation, pay scales, rules, regulations, and instructions;
Researches and resolves complex pay issues (leave, settlements, debts, premium pay, etc.);
Process the collection of debts due to the United States Government;
Process and withholds special pay entitlements such as final salary payments to beneficiaries of deceased employees or salary withholdings for alimony, child support, bankruptcy, and tax levies;
Prepares payroll-related reports and ensures timely submission;
Makes pay adjustments which may involve transfers between pay systems differing in pay, leave, and benefit entitlements;
Researches and codes changes to employee's Master Record (federal taxes, health insurance, uniform allowances, annual leave balances, sick leave balances, union dues, military leave, recurring deductions, etc.);
Trains new timekeepers and supervisors;
Provides information and counseling to employee regarding various payroll actions;
Resolves and responds to written and verbal pay and leave inquiries from employees, supervisors, HR staff, management and payroll offices of other agencies;
Applies knowledge of coding for automated pay systems to enter data and to correct errors in final pay actions and follow-up requirements;
Performs other related duties as assigned.
Work Schedule: Full Time, Monday - Friday 8:00am - 4:30pm

Qualifications
To meet the qualifications of the position you must have the following:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-6) in the Federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties independently of a Financial Accounts Technician, and that is typically in or related to the position to be filled. Specialized experience: auditing and reconciling time and attendance records; ensuring pay actions are in compliance with compensation, pay scales, rules, regulations, and instructions; researching and resolving complex pay issues (leave, settlements, debts, premium pay, etc.); making pay adjustments which may involve transfers between pay systems differing in pay, leave, and benefit entitlements; Providing information and counseling to employee regarding various payroll actions. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
