This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Provide guidance and assistance to managers and customers regarding budget regulations and policies. Update, revise, sort, calculate, and manipulate data in spreadsheets to meet multiple report formats and produce standard reports. Resolve discrepancies or complaints related to any budget transaction. Track funds distribution, reconciling commitments/obligations and reallocating organizational funds, as directed. Perform tasks involving budget execution by compiling resource data from various financial management reports. Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. If filled at the GS-06 level, duties will be performed in a developmental capacity under supervision.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for GS-06: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled including: Utilizing automated financial reporting systems to create reports; Providing customer order information to answer inquiries; Determining the availability of funds to maintain account balances; Reviewing files for accuracy and compatibility with the various accounting systems. This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-05 or equivalent.) Education Substitution for GS-06: Successful completion of a half year (i.e. 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting or Business Management. (You must provide a copy of your transcripts.) Combination of Experience and Education Substitution for Specialized Experience for GS-06: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 9. Add the two percentages. The total percentage must equal at least 100% to qualify. (You must provide a copy of your transcripts.) Specialized Experience for GS-07: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled including: Compiling budget estimates in order to prepare various reports (e.g. financial management, budget, administrative, etc.); Reviewing funding documents to determine whether obligations and/or expenditures are within the funding limitations of the approved budget; Analyzing information to ensure compliance to financial and budgetary guidance; Resolving nonstandard transactions, discrepancies, or complaints. This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-06 or equivalent.) Education Substitution for GS-07: Successful completion of one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting or Business Management. (You must provide a copy of your transcripts.) Combination of Experience and Education Substitution for Specialized Experience for GS-07: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. (You must provide a copy of your transcripts.)
