About the Position: Primary office location is at Walter Reed National Military Medical Center (WRNMMC) Bethesda / Montgomery / Maryland, with the environmental being professional as in any typical IT unit. The working hours are any eight (8) hours between 0600 hours to 1800 hours. This position is mostly sedentary office work; however the incumbent is expected to walk about the campus, carry up to 50 lbs, bend, lift.

Duties

Develops, executes and oversees the local Service Delivery Model in order to implement, maintain and support the applications framework. Develops and maintains the Continuity of Operations (COOP) plan for all equipment in the computer operations center for disaster recovery. Interviews candidates for positions; approves selection of non-supervisory appointment, promotion, or reassignment. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Coordinates and integrates contractor work schedules and processes with work of subordinates or others. Ensures reliable and availability of applications in order to develop solutions to complex operational problems and to evaluate the feasibility of implementing new technologies in the organization. Interprets and evaluates performance data and isolates potential sources of performance problems. Provides advice and guidance by implementing local IT security policies and procedures, and in the development and operation of network systems at the organization. Adapts and implements systems diagnostic and maintenance tools to ensure the availability and functionality of systems required to support organizational objectives; and evaluates and recommends selection of new systems diagnostic tools.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • This position requires the incumbent to have tuberculosis testing.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Position is required to obtain CompTIA IAM Level III certification in accordance with DOD 8570.01-M, for all personnel who perform IA functions must be certified and trained to baseline requirements to perform the duty.
  • Position is required to work overtime.
  • Required to work other than normal duty hours to include evenings, weekends and/or holidays.
  • Position is subject to be recalled to duty; and, will be on-call and the back-up on-call for all IT management functional support.
  • Position is required to submit an OGE-450 financial disclosure statement upon entering the position and annually as required.
  • Position is required to have a preemployment physical and follow-up annual examinations to support the ability to discern colors, contrast and depth.
  • This position has been designated “Mission Essential”. In the event of severe weather conditions or other such emergency type situations the incumbent may be required to report to work or remain at work as scheduled to support mission operations.
  • May be required to obtain necessary immunizations (i.e., Hepatitis B, annual influenza) unless exempted by a physician.

Basic Requirement for Supervisory IT Specialist (SysAdmin): Specialized and Other Experience: One year of specialized experience which includes maintaining the functionality and operation of all Information Technology (IT) within a Medical Treatment Facility; planning and coordinating the installation of new products or equipment such as servers and works closely with vendors to ensure seamless implementation; recommending additional components to improve overall systems performance; developing technology strategies to align with mission objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
