This position is responsible for providing facility management for Grand Canyon - Parashant National Monument (PARA), duty stationed in St. George, UT, with diversified infrastructure and operational complexity. Duties

Some of the duties you will perform include, but are not limited to: Financial Management: Prepares annual work budget plans for maintenance operations using the National Park Service (NPS) financial management programs. Develops annual and multi-year programs utilizing project management software to augment park base funds in the effective management of facilities and equipment. Assets, Operations and Fleet Management: Implements Facility Management Software Systems for cost effective management of assets. Performs and maintains asset inventories and condition assessments for the purpose of maintenance cost for annual and multi-year plans. Determines asset priority index, deferred maintenance costs, current replacement values and facility condition index. Plans, schedules, and directs work to operate facilities and assets at their most effective level within their responsible program area. Implements work controls and tracking of work to evaluate the condition of assets. Responsible for overseeing NPS PARA Fleet operations. Project Management: Determines and recommends project scope, goals and objectives, and alternatives for facility modifications when infrastructure capabilities cannot support mission requirements. Evaluates the need for professional consultation and facilitates the coordination for the design, development, review, and evaluation of project documents. Responsible for construction progress, either as a Contract Officer's Representative (COR) or as overall project manager. Analyzes scope problems to assure problems are addressed and project is on schedule and within cost projections. Performs final inspection, authorizes final approval for acceptance of work and ensures all project documentation is completed and archived. Risk Management/Safety: Responsible for implementing a current safety and training program to eliminate at-risk behaviors and environments enforcing regulatory policies and mandates. Initiates corrective measures for violations of OSHA standards and directing periodic inspections of workplaces supervised. Personnel Management: Exercises the full range of supervisory duties. Recruits and recommends selection of employees. Executes established work plans; establishes work schedules and priorities. Recommends promotions, reassignments, and other personnel actions. Approves leave, sets performance standards, and evaluates and awards outstanding performance. Identifies training needs and identifies training opportunities. Resolves complaints or minor grievances and advises employees on matters related to less than satisfactory performance. About the location: St. George is a city in, and the county seat, of Washington County, Utah. Located in southwestern Utah on the Arizona border, the city lies in the northeasternmost part of the Mojave Desert, adjacent to the Pine Valley Mountains and near the convergence of three distinct geologic areas and ecoregions: the Mojave Desert, Colorado Plateau, and the Great Basin. The city is 118 miles (190 km) northeast of Las Vegas, Nevada, and 300 miles (480 km) south-southwest of Salt Lake City, Utah, on Interstate 15. As of the 2020 U.S Census, the city had a population of 95,342, with the overall area having an estimated population of 180,279. Physical Demands: Work is mostly sedentary in an office setting. At times, walking, hiking, and climbing are required. The incumbent may be required to lift, carry, set up and handle tools, parts, equipment, and materials that weigh up to 50 pounds unassisted. May work from ladders, platforms, scaffolds and perform work or repairs in hard-to-reach places and positions. Requires standing, stooping, bending, kneeling, climbing and working in tiring and uncomfortable positions. Work Environment: The work involves regular and recurring exposure to moderate risks and discomforts associated with the operation repair and maintenance of park infrastructure and equipment. There are occasions of exposure to risk situations. Weather extremes are to be expected.

Qualifications

All qualifications must be met by 11:59 PM EST when the 'applicant cut-off' is reached (which may be sooner than -09/19/2023). Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) Assist in project development from inception through to completion, to include the use of computer software systems similar in scope to the Facilities Maintenance Management System (FMSS), Planning, Environment, and Public Comment system (PEPC), Project Management Information System (PMIS), and be responsible to ensure that the completed project meets park objectives within assigned budget and schedule.2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. 3) Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least Ph.D. or equivalent doctoral degree in a directly related field, 3 full years of progressively higher-level graduate education leading to such a related degree, or LL.M., if related. You must include transcripts. -OR- Successful completion of a COMBINATION of graduate education and experience as described above. NOTE: Only graduate education beyond the 2nd year is creditable when combining and must be directly related. To combine education and experience, first calculate the number of qualifying semester hours in excess of 2nd year (i.e. 36 semester hours) then divide by 18. Then take the number of qualifying months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include hours per week and transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking and degree conferral, if applicable.
