The Division of Enforcement investigates possible violations of securities laws, recommends Commission action when appropriate, either in a federal court or before an administrative law judge, and negotiates settlements. If selected, you will join a well-respected team that is responsible for conducting investigations dealing with difficult and complex matters involving all aspects of the securities market.

Duties

Develops investigative or litigation plans and adjusts as appropriate during the course of an investigation. Drafts subpoenas and other requests for documents, questions witnesses through interviews, testimony, or depositions, evaluates documentary evidence to demonstrate whether sufficient evidence exists to prove violations of federal securities laws. Provides management with advice and work products exhibiting knowledge, insight, and understanding of relevant law and facts. Uses sound judgment to determine the quality, accuracy and relevance of information or data, analyze information to identify relationships and trends, and integrate and synthesize facts to reach reasonable conclusions. Communicates with agency officials at all levels, including supervisors, coworkers, staff in courts and private industry, and other agencies. Organizes work, sets priorities, and determines short- or long-term goals and strategies to achieve them. Develops innovative solutions to address issues and problems or involving novel or unexplored questions of law or policy. May participate in all aspects of litigation in federal court and administrative proceedings.

Qualifications

All qualification requirements must be met by the closing date of this announcement. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education. BASIC REQUIREMENT: All applicants must possess the following J.D. or LL.B. degree --AND-- Active membership of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico. (Note: proof of bar membership will be required before entry on duty. MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement. SK-13: Applicant must have at least two years post J.D. identifying legal issues, conducting legal research, providing legal analyses, providing legal solutions/recommendations, and preparing legal documents, such as contracts, dispositions, pleadings, and motions, which also includes at least one year: (1) Analyzing complex legal and/or factual issues; (2) Conducting significant investigations or litigation; OR (3) Conducting investigations relating to violations of securities laws SK-14: Applicant must have at least three years post J.D experience independently identifying legal issues, providing legal analyses, providing legal solutions/recommendations, and preparing legal documents, such as contracts, dispositions, pleadings, and motions, which also includes at least two years: (1) Applying securities laws; (2) Conducting investigations relating to violations of securities laws; (3) Conducting civil cases in United States District Courts and administrative proceedings before administrative law judges; OR (4) Developing recommendations regarding securities laws. Salary: SK-13 - $107,846 - $182,713 SK-14 - $123,834 - $209,797
