The incumbent will serve as an Instructional Systems Specialist within AMA-020.

Duties

The position is for the Office of Airports (ARP) Compliance and Management Analysis Division and it is located at the FAA Academy in Oklahoma City. The incumbent provides training support to the FAA Airports Training Program. Plans, coordinates, and directs instructional design and development activities and is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Shares responsibility for the performance of programs/projects that frequently affect more than one LOB/SO or the FAA as a whole.

Qualifications

Basic Requirements:Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The coursework must have included study in AT LEAST FOUR OF THE FOLLOWING FIVE AREAS (Applicants MUST submit course descriptions from the appropriate college/university):1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.In addition to meeting the basic requirements listed above, you must also meet the specialized experience.Specialized Experience:In addition to meeting the basic requirements listed above, to qualify at the FV-J level, applicants must possess at least 52 weeks of specialized experience equivalent to FV-I /FG-13 that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position.Specialized Experience includes:Experience leading a gap analysis to determine organizational training needs versus existing training curricula.Experience developing organizational training requirements and plans based on employee function and specialty.Experience designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.Experience developing performance tests and survey instruments, and determining validity and reliability of evaluation instruments.Experience developing training materials, applying training strategy, validating training materials, implementing training modules using a variety of media, and training evaluation models.Applicants should include examples of specialized experience in their work history.Qualifications must be met by the closing of this vacancy announcement.
