This position is part of the Office of Environment, Health, Safety, and Security, Department of Energy. As a Criminal Investigator, you will be responsible for: providing assessment and analysis of the security posture of the entire DOE operation; assessing issues affecting safeguards and security programs; and providing Executive Protective Services for the Department and establishing, maintaining and oversight of Security Incident investigations.

- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Applicants tentatively selected for appointment to this position will participate in drug urinalysis testing.
- Occasional travel may be required. The travel requirements normally result in the incumbent being away from home 50% of their time with trips averaging at times two to three weeks over a monthly period.
- This position is not included in a Bargaining Agreement.
- Must carry and remain proficient in the judicious use of firearms.
- Will be designated as an as an emergency essential employee. Functions of this position are critical to agency operations in dismissal or closure situations.
- Must pass and maintain medical requirements as prescribed by OPM for 1811 series.
- Must pass and maintain physical fitness requirements as prescribed by the agency during the course of employment.
- Position is eligible for Law Enforcement Availability Pay (LEAP) as long as candidate meets prescribed standards.
- Incumbent must demonstrate a proficiency in (1) subduing both resistive and non-resistive persons, defending oneself and others; and (2) the use of firearms with issued and/or authorized weapon(s), to include safe handling of firearms.
- Completion of the Criminal Investigative Training Program, or equivalent, is required.
Qualifications
BASIC REQUIREMENT:
Medical RequirementsThe duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.

Making arrests and conducting searches and seizures.
Specialized experience for the GS-13 position is defined as: A qualified candidate's on line application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in federal service. Specialized experience for this position is defined as:
Providing protection services for executives, higher level officials and management, and others designated by Agency or situation to including site advance preparedness coordinating with local law enforcement agencies;
Conducting or assisting in investigations involving developing facts and evidence, conducting interviews, and interrogations.
Making arrests and conducting searches and seizures; and providing Continuity of Operations.
LAUTENBERG AMENDMENT: This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922 (g)(91).) Candidates who have been convicted of a misdemeanor crime of domestic violence are not qualified for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. This position is a primary law enforcement position under 5 U.S.C. 8336 (C) (CSRS and 5 U.S. C 8412 (d) (FERS). You must be no more than 37 years of age upon entry into the GS-1811 series, unless the applicant has previous service creditable under the Civil Service Retirement System (CSRS) or Federal Employees Retirement System (FERS) law enforcement provisions sufficient to enable you to retire at age 57 with 20 years of creditable service. Persons already in covered secondary positions or persons with previous approved service who apply for a primary position cannot be considered if their age at reentry into the primary position exceeds 37 years after subtracting their years of service in covered positions. Applicant must provide evidence of current or previous coverage that would qualify. This age restriction does not apply to those entitled to Veteran's Preference.
