The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.

Duties

The National Intelligence council (NIC) consists of the most senior and expert intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security. The NIC produces a full range of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue, as well as numerous other estimative, evaluative, and tactical finished intelligence products. Plan and coordinate the research, design, and digital production of cartographic products, primarily thematic and reference maps, for a variety of finished intelligence publications, presentations, reference products, and/or interactive products. Facilitate and guide communication with customers to define project scope and requirements, identify and clarify customer expectations for content and style, and develop production timelines; lead the identification of required resources and personnel needed to meet requirements and provide advice and substantive input to customers regarding the best production format and distribution methods for the final product. Manage customer review of cartographic artwork concepts and incorporate revisions into the final product; negotiate and resolve complex technical, procedural, and production issues; make presentations to customers, team, and management on the status of projects. Plan, coordinate, adjust, and realign work and project schedules based on changing mission and customer requirements; initiate and oversee content and production coordination with key stakeholders to identify and address substantive and procedural issues and meet project requirements. Apply extensive knowledge of cartographic principles, theory, practices, geographic/topical knowledge, and software applications to develop original cartographic products that facilitate the rapid comprehension of complex substantive issues and the related bottom-line messages. Plan and perform the review and editing of map projects for style, consistency, relevancy, and accuracy, including customer's text for geographic accuracy; coordinate and facilitate quality control of map projects and database updates, including reviews by senior cartographers and customers, and quality reviews on peer maps and database updates. Oversee the preparation of appropriate digital file formats for final output and the dissemination of digital product files to the customer, the printing and imaging facility for hard copy product fabrication, and/or the electronic publishers for online distribution; archive digital files after product delivery. Plan and facilitate collaboration with managers, production managers, customers, experts, peers, colleagues, and technical experts to contribute to the development and documentation of new cartographic products, services, and standards.

Qualifications

Mandatory Requirements: Extensive knowledge of cartographic design principles including color and symbology theory, map projections, thematic and statistical mapping, topographic and reference mapping, display hierarchies, typography, and data generation. Extensive knowledge of Geographic Information Systems (GIS) principles including data types, data layers, basic geographic, analytic, and statistical functions, map projections, geographic coordinate systems, and data formatting. Extensive knowledge of a broad range of cartographic tools and approaches to present data, including Adobe Creative Suite (primarily Illustrator, InDesign, Photoshop, and Acrobat) and mapping software, such as ArcGIS and Avenza MaPublisher. Demonstrated ability to collect, analyze, and integrate geographic and substantive data into effectively designed cartographic or GIS products; extensive knowledge of geographic/topical information related to a specific regional account, including geographic features, key issues, and recent developments. Demonstrated ability to apply cartographic principles, theories, practices, geographic/topical knowledge, and software applications to develop original cartographic stories that facilitate the rapid comprehension of issues and the related bottom-line messages. Demonstrated ability to stay informed of current multi-media industry trends and technological advancements in electronic and hardcopy products and methodologies; demonstrated ability to quickly adapt and acquire new software skills and production methodologies to respond to new product design and mission requirements. Demonstrated ability to coordinate work, adjust and realign project schedules based on changing mission and customer requirements; demonstrated ability to clearly present information through the spoken or written word, read and interpret complex information, communicate effectively with customers or clients, and listen to and understand the requirements and needs of customers, peers, and colleagues. Demonstrated ability to establish regular contacts with internal persons of importance and influence and to demonstrate considerable tact, discretion and persuasive abilities in obtaining desired actions and/or outcomes; demonstrated ability to manage possibly difficult and sometimes contentious personal relationships by exhibiting high level interpersonal skills in working with customers, senior managers, technical staff and project team members. Mentor other cartographers and also authors in visualization theory and techniques. Lead workshops on designing effective intelligence maps. Flexibility to provide late afternoon/evening support to meet high production demands and assist with crisis taskings. Bachelor's degree or comparable work experience in one of the following: Cartography Geography Geospatial Information Systems (GIS) Science Minimum 10 years of experience in cartography or geospatial information systems. Desired Requirements: Experience working in an IC production unit that crafts strategic intelligence assessments and finished analytic products for US policymakers. Strong understanding of the National Intelligence Council (NIC) estimative mission and familiarity with the NIC's premier publications and formats, including the National Intelligence Estimate. Experience with related IC publication or graphics design skill sets.
