The Equal Opportunity Assistant reports to the Robley Rex VA Medical Center Director and provides technical and administrative support for the Equal Employment Opportunity (EEO) Program and EEO Manager. This is a unique opportunity to work with a variety of staff in various positions across the healthcare system.
Duties
The Equal Opportunity Assistant coordinates, performs, and participates with other staff members to accomplish technical and administrative work supporting the Affirmative Employment Program, Special Emphasis Programs, Individuals with Disabilities and Disabled Veterans Program, Complaints Processing Program and the EEO Training Program. This is a unique opportunity to work with a variety of staff in various positions across the healthcare system.
The Equal Opportunity Assistant plans, executes, and provides a variety of internal management services and provides a variety of assistance and guidance. Extracts information from studies, collects and prepares data for segments of a variety of monthly and quarterly EEO reports. Researches regulations, Executive Orders, precedent setting cases, standard library references, and summarizes in narrative form for use by EEO Specialist or manager. Conducts analysis of workforce characteristics, utilization of employees by age, race, sex, religion, national origin, disability, and other bases. Major duties consist of but are not limited to:
Monitors and logs receipt of all informal complaints providing regulatory and technical guidance to complainants, and managers during initial pre-complaint and complaint process.
Advises EEO Officer of any processing deficiencies.
Reviews, analyzes, and interprets data, summarizing relevant factual information.
Assists in attempting or finalizing complaint resolutions.
Collects, computes, and summarizes data in chart and narrative form IAW prescribed time limits and regulations.
Provides counseling services to employees as well as applicants with employment problems, and attempts to assist the employee through disseminating information and technical guidance.
Responsible for coordinating all meetings, conferences, etc. and all necessary information for investigations, resolution meetings, etc..
Incumbent interviews complainants and advise them of the appropriate office or agency that handles particular types of complaints, procedural requirements for filing complaints, and the format required for the complaint being filed.
Conducts thorough interviews of complainants to draw out and organize facts in difficult and complex cases.
Assists the complainant in drafting the complaint by explaining the kinds of information that can and should be included.
Reviews the draft complaint to insure that it contains the facts presented orally by the complainant and that it is procedurally and technically correct.
Assists the complainant in exploring alternate ways of solving the problem, if appropriate, such as an appeal or grievance.
Maintains a complete and current schedule of appointments, meetings, conferences, briefing and similar activities.
Schedules all appointments, meetings, trips and conferences.
Composes correspondence on administrative support functions of the office.
Types a variety of materials from rough draft, clean copy or own composition with responsibility for accuracy of format, spelling, punctuation, grammar, arrangement and spacing of material.
Read directives and instructional material pertaining to administrative practices and clerical procedures in order to timely and correctly complete tasks associated with the preparation and processing of correspondence, reports, forms, filing, mail and office procedures.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-8 position you must have served 52 weeks at the GS-7.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: For a GS 08 position you must have one year of specialized experience equivalent to at least the next lower grade (GS 07) in the normal line of progression for the occupation in the organization. Specialized experience must demonstrate the following: receiving visitors or responding to phone callers as appropriate; responding to routine requests; managing an appointment calendar; and utilizing office automation equipment/computer software to complete assigned tasks. Detailed experience performing records management and maintaining a filing system. Preparing correspondence and reviewing for proper grammar, spelling and punctuation; Gathering data related to Equal Employment Opportunity Programs; preparing written reports; tracking data received from employees related to discrimination complaints; providing presentations or training for an organization; Computer Skills - Uses computers, software applications, databases, and automated systems to accomplish work. Meet Deadlines - Proven ability to meet deadline dates under pressure. Data Administration - Demonstrated knowledge of the principles, methods, and tools for automating, developing, implementing, or administering database systems.

Physical Requirements: Most of the work performed is sedentary in nature. Physical demands routinely required are standing, sitting for extended periods while accessing or inputting data in a computer system, bending, and walking.
Work Environment: The work generally performed is in an office setting or occasional visits to the facility's worksites. Because of the nature of the workload, the work environment is occasionally volatile but involves routine increased risks of discomfort, which requires ordinary safety precautions appropriate to an office or conference room setting. Incumbent will work with angry or verbally hostile customers on a routine basis. Regular work is performed in a clean, well-lighted with no more than everyday risks or discomforts.
