Duties
This position is located in the VISN 12 Great Lakes Finance Service (GLFS). The auditor is responsible for the financial and operational audits conducted in the Northern Tier (Madison, Milwaukee, Tomah and Iron Mountain) Medical Centers. Audit emphasis will be on the evaluation of internal controls, reliability of reporting mechanisms, assurance that professional accounting principles are being applied, sound financial management principles are being followed, compliance with applicable laws and regulations, efficiency and economy in the use of resources, and follow up of previously identified deficiencies to identify trends or corrections.
DUTIES INCLUDE:
Plans, conducts, reports, and follows up on all audit related work.
Evaluates compliance with program regulation, policies, and procedures, to assess accomplishments of program goals, and to gauge the economy of the hospital's operation.
Responsible for the Internal Audits outlined in VHA Directive 1733, Financial Quality Assurance Reviews.
Submits completed audit work-papers and findings to the Deputy Financial Manager through the Northern Tier Supervisory Auditor for review.
Requires the monitoring of Quality Management high risk indicators as required in OMB Circular A-123.
Assists with quarterly unannounced audits of the Agent Cashier as requested by the Medical Center Director at any VISN 12 Northern Tier facility.
Responsible for specific one-time reviews, studies, analysis, and/or audits, as requested by the Northern Tier, Deputy Financial Manager, Accounting Program Manager, or Supervisor.
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have 52 weeks at the GS-9 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Basic Education Requirement:
A bachelor's degree (or higher): in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
Combination of education and experience: At least 4 years of experience in accounting, or equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting of auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements
In addition to meeting the basic education requirements, you must possess the required specialized experience, education, or combination of experience and education as identified below.
GS-9 Level
Specialized experience: Must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-7) in the Federal Service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience includes, but is not limited to: knowledge of auditing concepts, principles, and methods sufficient to work independently using conventional procedures and practices that apply to most situations encountered. Knowledge of auditing, statistical sampling, and the use of a computer to gather data and report audit findings. Knowledge of VA's programs and their governing statutes, regulations, and practices sufficient to perform audit assignments using generally accepted Government auditing methods and techniques. Establishing and maintaining effective communication and rapport with supervisors, colleagues and representatives of audited activities.

Education: Must possess two (2) full years of progressively higher level graduate education leading to a master's degree, or a master's degree, or equivalent graduate degree directly related to the work of the position. Such education must demonstrate the KSAs necessary to do the work of the position. TRANSCRIPTS REQUIRED.
OR
Combination: Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the position may be used to meet the experience requirements for this position. TRANSCRIPTS REQUIRED.
GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to at least the next lower grade (GS-9) which provided the knowledge, skills, and abilities to successfully perform the duties of the Auditor. Specialized experience includes but is not limited to: Experience with accounting and auditing concepts, practices, techniques, and principles. Experience with auditing, statistical sampling, and the use of a computer to gather data and report findings. Experience with designing audit plans and accomplishing audits in a timely fashion. Experience planning and conducting evaluations of hospital and finance operations programs. Experience assessing the degree to which program goals are met and developing findings/reports which clearly identify operation problems and require corrective action.

GS-11 EDUCATION: Applicants may substitute education for the experience required for the GS-11 level which is completion of three (3) years of progressively higher level graduate-level education leading to a Ph.D. or equivalent doctoral degree which provided the knowledge skills, and abilities necessary to do the work of the Auditor. Physical Requirements: The work is sedentary in nature. Typically, the employee works at a desk or interacts with other individuals who do so. Travel to other VA Medical Centers is required.
