This position serves as the Supervisory Facility Operations Specialist, (Chief, Facilities Maintenance & Operations) at the Veterans Affairs Central California Health Care System (VACCHCS).
Duties
The primary purpose of this position is to serve as Chief, FM&O Section in Engineering Service. This position is delegated managerial authority to establish long-range plans, operations and schedules for FM&O Section to be conducted by in-house personnel and by contractors assigned to the organization.
Major Duties:
Responsible for the day-to-day management and oversight of operations, maintenance, repair and utility systems serving all buildings, grounds, and other components of the VA Central California Heath Care System (VACCHCS) and outlying areas and leased space.
Develops, implements, evaluates and improves processes and procedures to monitor the efficiency and productivity of the programs managed.
Manages and oversees the VACCHCS Fleet Management program, to include owned and leased vehicles, fleet purchase cards, tracking and asset management and reporting,
Maintains compliance with VA criteria and all applicable codes and requirements as pertains to preventive maintenance on all building systems and building service equipment.
Ensures uniform compliance for the entire facility with Federal, State, Local laws, policies, procedures, and professional engineering and construction practices.
Demonstrates comprehensive knowledge of personnel management policies and procedures to exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff, which are clearly communicated through the formal employee performance management systems.
Determines the priority of work to be accomplished, advises maintenance personnel on the required repairs, supervises the work being performed to include inspection and acceptance of the completed work.
Evaluates the present use of facilities for optimum effectiveness and efficiency in terms of space utilization and energy conservation
Resource, Budget and Contract Management.
Determines requirements, prepares and submits budget estimates, and administers the funds appropriated annually for construction, maintenance, operation and repairs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.

Specialized Experience: Examples of qualifying specialized experience include:
Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
GS-13 Minimum Qualifications:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: provides guidance and technical direction necessary for accomplishing the work of the team, responsible for planning, developing, coordinating, implementing, directing, and controlling the overall health administrative/clerical activities of the employees assigned within the service, establishes and implements operating procedures and policies in accordance with established objectives, schedules and program funds, develops, implements, evaluates and improves processes and procedures to monitor the efficiency and productivity of the programs managed..

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.
