This assignment is designated as a Supervisory Medical Instrument Technician (MIT) (Electrocardiography) (EKG). Individuals in this assignment assume full administrative and professional responsibility for planning and directing the work of subordinate technicians. The Supervisory MIT may supervise and administratively manage employees assigned to their program by providing leadership, direction, orientation, in-service training, and continuing education programs for assigned staff.

Duties

The major duties of this position include: Provides direct supervision to Medical Instrument Technicians (Electrocardiography) as well as as-needed support at various locations. This position is a working supervisor position. The incumbent will spend up to 40% of his/her time on supervisory duties. However, this is subject to variation based on clinical need. The incumbent plans work schedules and directs the day to day operations of the Electrocardiography Lab in the VAMC Cincinnati, makes changes in the organization of work within allowable costs and established policies. Has the authority to develop plans and schedules for guidance of subordinates in the accomplishment of work to meet program goals of the Electrocardiography Lab/Cardiology section. Establishes objectives and broad priorities to align with those of upper-level management. This includes carrying out such responsibilities as: Analyzing work requirements and determining staff and resources needed to accomplish work. Reviewing and analyzing records and reports of work production, costs and equipment and staff resources used to evaluate progress and control or reduce costs. Reports progress and resolution of problems in achieving goals and objectives to higher levels of management. Assigns and explains work requirements relative to electrocardiography for new requirements or changes, as well as existing progress. Resolves technical work problems not covered by precedents or established policies for non-routine or complex procedures. Studies continuing problems on the quality and quantity of work and operating effectiveness and takes or recommends actions. Develops and updates guidelines and policies for non-routine or complex assignments. Initiates formal and follow-up actions for personnel functions, has authority to establish internal guidelines and approve, modify, or reject personnel actions of subordinate supervisors or employees. Selects or contributes significantly to the selection of key employees. Hears individual or group grievances and employee complaints. Recommends disciplinary actions involving key or other employees under their supervision. Approves, modifies, or rejects career development or training plans or requests, employee utilization requests and similar matters for employees under their supervision. Approves, modifies, or rejects formal requests from subordinates for promotion, reassignment, status changes, awards, special advancements, selection, and the like. Prepares formal evaluations of the performance of key employees or other subordinates and reviews evaluations prepared by subordinates. Where applicable, deals with union stewards and others on personnel matters. May serve on interdisciplinary committees, task forces or other groups related to Cardiology and/or electrocardiography. Has substantial responsibility for planning and implementing educational programs for in-service and other personnel and students who rotate through the health care facility. The incumbent will assist with training Cardiology fellows, Internal Medicine residents, medical students, and clinical staff on performance of basic electrocardiograms. The incumbent will develop and maintain exam databases for future case presentations and conferences. Is responsible for auditing electrocardiography care and initiating or recommending changes where indicated. Assists in approved research activities involving the electrocardiography lab. The incumbent will ensure that the ECG and Stress Labs are in compliance with VHA Directives, Medical Center and Service/Section protocols/policies and Joint Commission requirements. Must have knowledge of all applicable VA Policy, directives, and regulations. Establishes policies and procedures for the electrocardiography lab including protocols and policies for Quality Assurance in addition to assisting with special projects and database operations. Responsible for organizing departmental quarterly quality meetings and presenting required data. Trains and supports development of electrocardiography technicians. Ensures that equipment is maintained, and preventative maintenance programs are continued in a timely fashion. Work Schedule: Monday through Friday, 8:00am to 4:30pm Telework: Not available. Qualifications

Basic Requirements: United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. There are no specific educational requirements for this occupation. Licensure or Certification. Licensure or Certification is not required for this occupation; however, Registration by Cardiovascular Credentialing International (CCI) is highly desirable. Physical Requirements. Per VA Directive and Handbook 5019, a physical examination will be conducted based on the physical requirements of the position. A physical examination prior to placement is required. English Language Proficiency. Medical Instrument Technicians must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-8. In addition to the core competencies defined at the GS-7 full performance level, positions at this grade may be lead, supervisory, or non-supervisory with specialized advanced knowledge and assignments. (a) Experience. At least 1 year of experience comparable to the next lower grade level, GS-7, which is directly related to the duties of the position to be filled, and must fully meet the KSAs at that level. This would be experience which provided knowledge of advanced specialized procedures, the pharmacology related to this occupation, and knowledge of related acute disorders and diseases and their effects on organs and methods of treatment. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*): (b) Demonstrated Knowledge, Skills, and Abilities (KSAs). KSAs 1, 2, 3, and 4 are appropriate for all positions at this level. KSAs 5 and 6 are to be used in accordance with their appropriateness for the specific assignment. 1. Knowledge of pharmacology related to specialized procedures. 2. Ability to provide briefings and orientations to hospital staff including physicians. 3. Knowledge of a variety of related acute disorders and diseases, their effects on organs, and methods of treatment.. 4. Ability to perform more complex procedures such as SAECG (Signal Averaged ECG), Tilt table monitoring, electrophysiology monitoring, and event monitoring. *5. Ability to provide, or provide for, staff development and training. *6. Ability to manage and supervise employees. (c) Certification. No certification is required; however, it is desirable that employees at this level have BCLS (Basic Cardiac Life Support) and ACLS (Advanced Cardiac Life Support) certifications. Preferred Experience: Licensure or Certification is not required for this occupation; however, Registration by Cardiovascular Credentialing International (CCI) is highly desirable. The MIT is also required to push equipment to the inpatient units.
