Duties

This is a bargaining unit position. This position is represented by AFGE. Please note that as provided for in the AFGE/VA Master Agreement the FIRST area of consideration for this position will be permanent employees of the local facility in which this position is being filled, the SECOND area of consideration will be employees at other VA facilities, and the THIRD area of consideration will be all other eligibles. incumbent serves as the Work Leader in the interment's operations unit at Fort Snelling National Cemetery. A team consisting of 3 WG-5716-08 Engineering Equipment Operators; 5 WG-5703-07 Motor Vehicle Operators; and 8 WG-4754-06 Cemetery Caretakers and up to 6 WG-4754-04/05 Cemetery Caretaker seasonal employees in the accomplishment of cemetery operations activities. These include but are not limited to excavating first and subsequent interments, setting headstones and markers, raising/realigning, cleaning of headstones and markers, renovation, and removal of trash and debris. Duties will include inspections of first and second interments and duties required to complete first and second interments. Duties will also include the digging of first interments and the renovations of the first interment areas and graves. Passes on to other workers instructions received from supervisors. Responsible for getting work started on time ensures compliance with prescribed times for break, lunch, and end of day. Sets the pace, motivates, and advises employees on proper procedures in the accomplishment of tasks. Insures and proper distribution of work and maintains constant on work progress Keeps foreman informed on status and progress of work and problems. Work schedule: May be required to work Monday through Friday to include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,09/18/2023. Your background must demonstrate work involved in leading work pertaining to the operation of equipment such as graders, tractors with bulldozer or angledozer blades, front-end loaders, backhoes, trench diggers, and large industrial tractors with pan or scraper attachments. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Physical Requirements: Work is carried out in a wide variety of positions and areas. Work may be performed overhead, in tight quarters or underground, requiring stretching, kneeling, bending, stooping, crawling, and doing tasks while in tiring and uncomfortable positions. Lifts to 50 pounds. Can lift over 50 pounds with assistance from employees and/or tools. Working Conditions: There is frequently exposure to the possibility of cuts, bruises, shocks, burns, and strains. Work performed outdoors is in all types of inclement weather, including snowstorms, extreme heat, and rain. The incumbent is also frequently exposed to dirt, mud, water, dust, and vehicle/equipment noises and exhaust. Incumbent subject to normal hazards involved in performance of duties. Due to the extremely sensitive nature of the work at a cemetery, which requires involvement with grieving individuals, mental and emotional stability is always required. Selected applicants will be required to complete an online onboarding process. All applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drugs use prior to appointment. Applicants who refuse to be tested will be denied employment with VA.
