Duty Location: Lower Colorado Basin Region located in Boulder City, Nevada; Yuma, Arizona or Glendale, Arizona.
Full time telework or remote work is not available.

Duties
Assignments are developmental to prepare the candidate for performing higher level duties and responsibilities.
- Performs conventional and routine engineering analyses associated with segments of engineering assignments or projects of broader scope to include technical planning activities; data collection; modeling and data analyses; and risk estimation and analyses.
- Analysis of waterway response to management actions and environmental disturbances such as climate change, floods, fires, landslides, and earthquakes.
- Applies and researches the science of hydrology to include analyzing and calculating flow characteristics; designing drainage structures (e.g., bridges and canals); and evaluating facility or waterway capacities and operations (e.g., reservoirs, canals, pipelines, pumping plants).
-Supports project managers as requested, including drafting and/or monitoring project plans that outline the scope, schedule, and budget of assigned projects.
- Performs hydrologic studies of regulated and unregulated river systems and infrastructure in accordance with applicable authorizations, policy, and regulatory requirements.
- Develops, utilizes, and maintains various models to conduct and simulate engineering analysis.
Qualifications
Pathways Indefinite: Applicants must meet the Pathways Eligibility Requirements in order to be eligible for consideration for this Pathways Indefinite Position. Students must be enrolled in a College or University and must be in good academic standing, all applicants must meet the requirements as outlined under the Pathways Program.
In addition to the above, applicants must meet the Basic Education Requirement:
Basic Education Requirement for this position.
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
In addition to the basic education requirement noted above:
Additional Experience and Training Provisions for Graduates of Engineering Programs may be qualifying at the GS-7 grade Level:
a. Superior academic achievement at the baccalaureate level in an engineering program is qualifying for GS-7.
b. Applicants with an engineering bachelor's degree who have appropriate experience as a technician equivalent to grade GS-5 or higher may have such experience credited for grade GS-7 only on a month-for-month basis up to a maximum of 12 months.
c. Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering is qualifying at GS-7.
Specialized experience for the GS-7 level: Completion of 1 full academic year of graduate level education; or Eligibility under the Superior Academic Achievement Provision and completion of a bachelor's degree. OR have at least one full-time year of specialized experience equivalent in responsibility and scope to the GS-5 level such as civil engineering experience participating in engineering projects with senior engineer review.
Specialized experience for the GS-9 level: Completion of 2 academic years of graduate level education, or a master's degree or equivalent graduate degree. OR I have at least one full-time year of specialized experience equivalent in responsibility and scope to the GS-7 level. Specialized Experience is defined as (1) conducting engineering analyses in the areas of construction management, geotechnical, highway, hydraulics, hydrologic, or structural engineering; (2) creating and/or completing engineering designs; (3) drafting technical documentation of engineering assignments; (4) performing project management to include contract administration, compliance and/or database operation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The applicant will receive credit for all qualifying experience, including volunteer experience.
A period of student trainee work experience is equal to 320 hours of work experience.
Academic Year: At the undergraduate level, 30 semester hours or 45 quarter hours is comparable to 1 year of undergraduate education. Four years of progressive study or 120 semester hours meets the degree requirements. At the graduate level, 18 semester hours or 27 quarter hours.
This position has a positive education requirement for conversion. The required education must lead to a degree with specialization in or directly related to the field in which the student trainee is participating in the Intern program. The degree of specialization in this field must satisfy, on graduation, the specific requirements as listed in the qualification standard for professional engineering positions. The term positive education requirement (also called a basic education requirement) refers to an Office of Personnel Management (OPM) determination that the duties of a scientific, technical, or professional position cannot be performed by an individual that does not have the prescribed minimum education.

Individuals serving in Intern-indefinite appointments may be non-competitively converted to a permanent position within 120 days of successful completion of the program, but conversion is neither promised nor guaranteed. To be eligible for conversion to a permanent or term position, these Interns must also:
Be a U.S. Citizen or National;
Complete at least 640 hours of work experience acquired through the Internship Program;
Complete their degree or certificate requirements;
Meet the Office of Personnel Management's qualification standards for the position to which the Intern will be converted (which may include a positive education requirement);
Meet all agency and program specific requirements as specified in their individual Participant Agreement;
Perform their job successfully as documented through performance evaluations; and
Be recommended for conversion by their manager or supervisor.
If converted to permanent or term appointment, the anticipated target position is Civil Engineer, GS-0810; however, that may change based on the need of the organization at that time. The full performance level of the target position will be dependent on the type of position and will be determined at the time of conversion.
Promotion Potential: This is a career development opportunity under the Bureau of Reclamation Pathways Program. This position may be filled at the GS-07 or GS-09 grade level. Upon complete of the Pathways Program and if recommended for Conversion. Subsequent promotion to the next higher-grade level is permissible without further competition. Promotion is not guaranteed or promised but dependent upon administrative approval and the agency's continuing need for an actual assignment and performance at the higher-level duties. The full performance level of this position is GS-12.
Conversion: This is a career development opportunity in the excepted service under the Bureau of Reclamation Pathways Program. After completion of the required Pathways requirements, meeting all the requirements of a specialized Pathways Participant Agreement, meeting all of the OPM qualification requirements for the position, and receiving a favorable recommendation from management, the individual selected for this position may be converted to a term, career or career conditional appointment in the competitive service. Conversion is not promised or guaranteed.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.
Interns must provide a copy of up-to-date transcripts (unofficial) at the end of each academic year, unless requested more frequently by the supervisor or Human Resources Office, for verification of enrollment and academic standing as proof of continuing eligibility for participation in the Intern Program.
