Energy Efficiency & Renewable Energy is looking for a dynamic, innovative, seasoned executive to help lead the Vehicle Technologies Office, a $400M applied R&D organization. You will develop strategies for research, development, demonstration, and deployment (RD3) programs; and lead execution of programs with public, private-sector and national labs to achieve cost-effective national energy, environment and economic goals through clean, efficient, sustainable transportation solutions.

Duties

The Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy - Headquarters is looking for a dynamic, innovative, seasoned executive to help lead all critical elements of the Vehicle Technologies Office (VTO). As the Deputy Director of the Vehicle Technologies Office you will: Serve as the full Deputy and first assistant to the Director, VTO. Directly support the VTO Office Director to manage and direct the development, implementation and evaluation of national VTO technology planning, research and development, demonstration and regulatory strategies. Direct the formulation and integration of the scientific, engineering and technical requirements necessary to structure, manage, and implement effective vehicle technologies RDD&D programs and activities. Oversee the deployment of technologies and the necessary fueling infrastructure that enable cars and trucks to become highly efficient; through improved power technologies and cleaner domestic fuels, and to be cost and performance competitive. Provide vehicle technologies, scientific, engineering, technical, and programmatic considerations for analysis and support of planning and policy development and provide policy and analytical support to the senior management. Provide leadership, coordination, and policy guidance for all offices and agencies involved in DOE-led government/industry RD&D partnerships (e.g. U.S. DRIVE, 21st Century Truck, etc.). Manage the transfer of new technology to the transportation end-use sector via partnerships to which all patties contribute to the cycle of strategic input, technical concepts, funding for and participation in research and development projects, review, oversight, and feedback. Manage the VTO research performed by DOE Field offices, National Laboratories, universities, industry and other DOE offices including critical peer review and feedback regarding technical and managerial objectives. Manage the development and implementation of multi-year program plans and annual operating plans and manage the application of assigned resources to effectively achieve planned objectives. Develop annual program budget requirements, manage the utilization and distribution of approved funds, and provide interpretive guidance to research performing organizations. Assist in the development of responses to queries from DOE senior management, the White House, OMB, GAO, and Congressional committees and subcommittees about assigned technologies. Support the Director in serving as a focus for U.S. participation in matters related to the international transportation technologies community, and the transportation technologies aspects of the international energy efficiency and renewable energy community, including cooperative research and development, exchanges of technical information, conferences, workshops, and summit meetings. Support the Director in maintaining close contact and sensitivity to the technology base and decision-makers of U.S. transportation industry to keep abreast of accomplishments, capabilities, trends and needs, and be the focal point for governmental cognizance of the state of the U.S. industrial base with respect to vehicle technologies. Manage and supervise VTO staff. Build and promote a work-culture that is inclusive, collaborative, and maximizes the talent of VTO members.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The five (5) ECQs described below were designed to assess executive-level experiences and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. 1: Leading Change: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment. 2: Leading People: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. 3: Results Driven: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 4: Business Acumen: Ability to manage human, financial, and information resources strategically. 5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered. MTQ 1: Expert knowledge in advanced vehicle technologies, with direct experience in providing innovative leadership in public sector, private sector, research organizations or administration, professional and technical society leadership in research programs, topics, or disciplines. (Technologies include advanced batteries and electrification technologies, energy efficient mobility systems, materials technology, non-road vehicle technologies, connected and autonomous vehicles, and advanced vehicle and fueling/charging infrastructure demonstration and deployment, etc.) MTQ 2: Expert knowledge of science and principles related to advanced transportation policies, regulations and market characteristics, as well as research, development and deployment related to advanced, on-road vehicle technologies, with experience in at least one of the following areas: 1) advanced batteries and electrification technologies, 2) energy efficient mobility systems, 3) materials technology, 4) connected and autonomous vehicles, and 5) advanced vehicle and fueling/charging infrastructure demonstration and deployment. MTQ 3: Expert knowledge in developing strategies for decarbonization of the Transportation sector, including significant experience working with the automotive or truck industry or with other transportation organizations.
