The primary purpose of this position is to serve as the Senior Resource Advisor for the Digital Superiority Directorate (J6) performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets and economic and cost analysis studies for substantive programs and support activities.

Duties

Performs complex budget formulation and cost forecasting work involving preparation of detailed analyses of annual and/or multi-year budget estimates for IT systems and support programs for the Digital Superiority Directorate (J6). Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a varied, multi-million dollar budget. Provides advice, assistance, and guidance on budgeting and related information. Leads and/or performs specialized, individual economic analyses and impact studies. Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.

  • Must be able to obtain and retain a TOP SECRET (TS) Security Clearance. Position is designated critical-sensitive and a non-disclosure agreement must be signed
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. May be subject to random Drug Testing
  • Employee must maintain a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
  • May occasionally be required to work irregular duty hours to include overtime and/or emergency overtime
  • Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft
  • Position is eligible for telework in a regular and recurring or situational status while requiring occasional visits to duty location based on the mission directive and discretion of the supervisor. A telework agreement must be signed
  • May be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of the DoD Planning, Programming, and Budget Execution (PPBE) process; budgeting policies, regulations, procedures, and administrative and financial management systems; general understanding of accounting, contracting, and business processes; and a basic knowledge of information technology. Analyzes and evaluates continual changes in program plans and funding and their effect on financial and budget program milestones; and analyzes financial and budgetary relationships to develop recommendations for financial and/or budgetary actions where changing guidelines for work and gaps and conflicts in program and financial/budgetary information exist. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of budgetary and financial management methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, and work processes. Knowledge of the mission, roles, functions, organizational structures, and operations of DoD and USSPACECOM organizations pertaining to budget formulation and financial management. Knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process and its products, terminology, and guidance documents, including DoD budget and financial management regulations, OMB Circulars, and Congressional legislation. Skill in the application of analytical methods and techniques, mathematical and statistical analyses, and various cost estimating techniques to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems; conduct economic and cost studies/analyses, and analyze and evaluate the effects of changes in program plans and funding. Ability to communicate effectively, both verbally and in writing, clearly, concisely, and with technical accuracy. Ability to manage several projects simultaneously. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
