This position is located within a field component of the Department of Defense (DOD, Office of the Inspector General (OIG), Assistant Inspector General for Investigations (OIG-INV), Defense Criminal Investigative Services (DCIS).
This is a position for a Criminal Investigator (Special Assistant to the Director).
Duties
The incumbent serves as the primary advisor to the DIG-INV/DCIS Director on operational matters emanating from other DIG-INV and DCIS directorates, departments and field offices. The incumbent will also:
Recognized authority on complex investigations on most controversial issues concerning criminal investigations that receive attention from the highest levels of the DoD, Congress, Department of Justice (DOJ), the media and the public.
Initiates and conducts specialized and highly sensitive criminal investigations and criminal inquiries in response to requests on matters of significant importance.
Provides guidance on programs and monitors organizational goals and objectives.
Identifies management and/or operational problem areas where there is a need to establish, modify or reverses policies, procedures or techniques.
Reviews, researches and prepares draft comments on existing proposed legislations, regulations, and directives which affect the mission and operations.
Represents DIG when needed at various external committee meetings, congressional liaison meetings, executive meetings of professional investigative organizations, and gatherings of representatives of other government agencies.
Responds to congressional, Presidential, or high-level DOD inquiries and prepares responses or information reports for signature.

- Position has been designated as Special Sensitive; incumbent is required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
- May require travel internationally and/or deployment to Southwest Asia.

- This is an Excepted Service position and an applicant receiving such an appointment does not acquire competitive civil service status.
- This position requires a pre-employment physical exam and a pre-employment physical readiness test. A physical readiness test is required for the duration of employment.
- This position requires qualifications to carry and use government-owned firearms as part of assigned duties (as a condition of employment you must maintain this qualification).
- The applicant selected for this position must be able to qualify and maintain authorization to carry firearms including no current or previous domestic violence charges/convictions.
- Employees are ineligible for this position if, at any time, they have been convicted of a misdemeanor crime of domestic violence, unless the conviction was expunged, set aside, or he/she received a pardon.
- Incumbent will be required to work, or be available to work substantial amounts of unscheduled overtime duty based on the needs of the agency.
- Compensation for this unscheduled overtime is in the form of a special form of premium pay fixed at 25 percent of the adjusted salary (basic and locality).
- Incumbent must have completed the required to complete 14 weeks of Criminal Investigator Training at the Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia.
- If you have not previously successfully completed a trial or probationary period with the Federal Government in a similar position, you will be required to serve a two year trial period.
- Requires the incumbent to possess and maintain a valid state driver's license.
- This position requires employees to agree to a Mobility Agreement. Selectees will be required to sign the Mobility Agreement as a condition of employment.
- Federal employees currently serving in the Competitive Service must acknowledge that they will voluntarily leave the Competitive Service by accepting an offer of employment in the Excepted Service
- May be required to submit a financial disclosure form (OGE-450) at time of appointment and annually.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.
Medical Requirements
The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.
Specialized Experience:
You must have at least 52 weeks of specialized experience at the GS-13 level in the Federal service or at an equivalent level. Specialized experience is defined as: Law enforcement experience investigating cases and/or managing criminal investigations of a sensitive or special nature; serving as an advisor on a wide variety of investigative and operational initiatives; providing effective and efficient investigative abilities; planning, coordinating and conducting criminal investigations with extensive problems; devising new investigative approaches, techniques and policies; researching , developing, and conveying an agency position or objective to senior level managers to include creating presentations and giving briefings commensurate with the classification level or sensitivity of the material and the intended audience.
