The California - Great Basin Region, is seeking interested internal candidates to be considered for a professional development opportunity with the Division of Environmental Affairs. This opportunity is for a detail or temporary promotion, not to exceed 120 days.

Duties
Provides program direction for the development, implementation, and review of the Regional environmental monitoring, quality assurance, and hazardous materials programs.
Directs the design of Regional environmental monitoring programs and the performance of investigations associated with Reclamation projects and facilities to identify pollutant sources and monitor toxic problems.
Formulates and implements Regional environmental monitoring and hazardous material policies, guidelines, and practices.
Reviews the overall design and sampling protocol of existing monitoring programs and ensures programs follow the requirements of State and Federal orders.
Evaluates the results of monitoring efforts by assessing potential impacts from chemical constituents on biota, public health, and agriculture.
Provides Regional review and comment on technical reports prepared by internal and external personnel and prepares reports on topics related to environmental monitoring and hazardous materials.
Maintains liaison with Area Offices and other divisions, as well as other Federal, State, and local agencies, and private organizations on environmental concerns and monitoring and HAZMAT issues.
Provides technical consultation to the Regional Director, Solicitor's Office, Regional Safety Office, and program managers.
Plans, schedules, and assigns priorities for work activities within established resources and program requirements. Ensures equal opportunity for subordinate employees in the selection of participants for training, promotions, awards and recognition, and career development opportunities. Coordinates, manages, and monitors the budget for the branch.
Qualifications
Applicants currently at the GS-13 may apply to be detailed into this position. Applicants currently at the GS-12 level may apply to be temporarily promoted into this position. Candidates applying for temporary promotion may qualify on the basis of Specialized Experience.
Basic Education Requirement:
A. Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science, such as mechanics, dynamics, properties of materials, and electronics. OR
B. Combination of education and experience: Education equivalent to one of the majors shown in A above that included at least 24semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Specialized Experience:
The candidate's resume must describe specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service. Examples of specialized experience include performing environmental monitoring, quality assurance (QA), and/or hazardous materials (HAZMAT) assessments for water resource projects; developing environmental QA plans and monitoring programs; conducting environmental laboratory performance and system audits; assessing the effectiveness of environmental monitoring, hazardous materials, and/or quality assurance procedures and programs; developing and summarizing environmental laboratory proficiency studies, including research of appropriate reference materials, testing of the laboratory facilities, and assessing performance results.
Education
This position does not allow for substituting education for experience.
This position has a mandatory education requirement.
