Duties

As the BOP's subject-matter expert (SME) on counter-terrorism issues, is in daily and direct contact with staff assigned to the FBI Counter- Terrorism Division and the National Joint Terrorism Task Force (NJTTF). Responsible for oversight of the Correctional Intelligence Initiative (CII) as well as the coordination of law enforcement and intelligence community activities with the BOP's Counter-Terrorism Unit. Represent the BOP's Counter-Terrorism intelligence and security interests both nationally and internationally, while at the same time directly participates in the management, planning, design and production of general FBI intelligence products and services that are used for operational intelligence purposes and counter-intelligence forecasting. Tactfully and persuasively advises supervisors and policy makers, carries out liaison responsibilities with counterparts throughout the community, and provide professional guidance, training and technical assistance to lower level specialist. As a condition of assignment to this position, the selectee must maintain a final “TOP SECRET” clearance as well as a counter-terrorism focused polygraph examination.

Qualifications

To be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. Specialized experience is directly related experience that included substantial involvement with a correctional program and provided a thorough knowledge of correctional techniques, or experience in meeting and dealing with people that demonstrated the ability to work effectively with inmates and associates in a correctional environment. Experience must have also demonstrated the ability to perform supervisory or administrative duties successfully. This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program. Some examples of this qualifying experience are: Experience working closely with all parties to ensure that the BOP is kept abreast of the status of all inmates entering custody or releasing to the community where their offense behavior is related to terrorist acts or threats to national security. Experience establishing direct and indirect contacts with law enforcement and the courts in order to obtain indictments, arrest warrant affidavits, proffers, sentencing memoranda, pretrial detention reports, bail determination reports, USPO form #1 working papers, and similar sensitive original source law enforcement documentation regarding groups pending indictment, or already being held in BOP custody. Experience conducting inquiries on contract and volunteer staff to determine if they have been involved in criminal activity or have been identified as a person of interest in an investigative or intelligence matter subsequent to initial NCIC or TSC screenings. Experience reporting irregularities in inmate financial transactions, documentation and research of community contact addresses and phone numbers in the TRUINTEL or other appropriate databases. If applicable, credit will be given for paid and unpaid experience.
