Vacancies will be filled in the following specialty areas:
Wage and Investment (WI), Return Integrity and Compliance Services (RICS)
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Analyzes regulatory material and initiates necessary changes. Advises management concerning training, automated collection, systems data and provides information relative to training, customer accounts services, taxpayer education and communications.
Analyzes higher echelon IRM and regulatory material for impact and policies of serviced tax programs and provides authoritative recommendations to improve taxpayer programs/operations.
Analyzes assigned program area to discern any taxpayer data trends in program delivery. Consolidates report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support organizational initiatives.
Participates in meetings and conferences to provide management officials with advice and assistance concerning training and customer account services.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE:
GS-11 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience using the Integrated Data Retrieval System (IDRS), the Electronic Fraud Detection System (EFDS), and databases; Experience reviewing, researching, and adjusting accounts; Experience applying the methods, precedents, and guidelines related to individual and/or business accounts; Experience identifying and treating identity theft, fraudulent, or fabricated accounts for individual, business, or tax preparer accounts; Experience in reviewing tax data in bulk to identify fraudulent trends or patterns; Experience utilizing self-directed inventory management procedures to work assignments and conduct research; Experience in monitoring and managing program inventories; Experience in recognizing tax issues that impact assigned programs in order to make recommendations.
OR
PH.D or equivalent degree or 3 full academic years of progressively higher level graduate education leading to a degree in a related field of study from an accredited college or university.
OR
LLM, if related.
OR
A combination of experience and graduate education equivalent to that described above.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
