Duties

Continued From Summary Section.... This is a developmental position. All training must be completed and regulatory requirements met prior to promotion. (GS-07) The primary purpose of this position is to serve as a Human Resources (HR) Assistant providing support services for assigned organizations Air Force wide. ________________________________________________________________ (GS-05) In a developmental capacity uses standardized HR rules, procedures, and operations to provide support services for the Placement program. In a developmental capacity processes and updates personnel actions. In a developmental capacity consolidates Official Personnel Folder (OPF) and calculates service computation dates (SCD). In a developmental capacity receives and answers requests for information on pending actions or assigned projects. (GS-07) Codes and processes a variety of personnel actions. Uses automated data systems to enter, update, maintain, correct, retrieve, and track a variety of personnel transactions, information, and/or reports. Assists higher graded specialists in researching data and drafting responses to customer inquiries. Provides support assistance in planning, monitoring, and conducting special s tudies, projects, and initiatives.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. (GS-05) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying, a standardized body of military personnel rules, regulations, procedures, and precedents relating to the military retirement program and resolve complex procedural and substantive problems. Knowledge of the format, content, and uses of the military personnel record. Knowledge of the organization and its functions and programs to answer inquiries of a general nature or to refer them to the responsible staff member. Knowledge of coding for the automated personnel system to enter data and to correct errors in personnel actions and periodic reports OR EDUCATION: Successful completion of four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience that meets the requirements of the position. NOTE: You must submit a copy of transcripts. (GS-07) SPECIALIZED EXPERIENCE (Internal Applicants): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying, military laws, HR rules, procedures, policies and operations concerning military retirement requirements sufficient to make initial and final determination on officer and airman eligibility for retirement and completion of service commitments; identify proper grade for retirement or determine eligibility for advancement to a higher grade; review records and documents to develop facts and issues; research and provide explanations regarding rules, procedures and requirements to military employees; outline options for the case and recommend appropriate action; and answer questions and prepare reports pertaining to the case. Interpret data to determine facts surrounding improper actions submitted by service members. SPECIALIZED EXPERIENCE (External Applicants): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying, military laws, HR rules, procedures, policies and operations concerning military retirement requirements sufficient to make initial and final determination on officer and airman eligibility for retirement and completion of service commitments; identify proper grade for retirement or determine eligibility for advancement to a higher grade; review records and documents to develop facts and issues; research and provide explanations regarding rules, procedures and requirements to military employees; outline options for the case and recommend appropriate action; and answer questions and prepare reports pertaining to the case. OR EDUCATION: Successful completion of graduate level education in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience that meets the requirements of the position. NOTE: You must submit a copy of your transcripts. (GS-07) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: (GS-05) Knowledge of basic principles of a standardized body of HR rules, procedures, and operations to perform a wide variety of duties, such as coding and processing HR actions and providing information to customers. Knowledge of basic automated systems or computer applications, Microsoft Windows Office suite, and other software programs to produce a variety of documents such as letters, reports, and memos. Ability to apply routine procedural guidelines and code/ enter and extract data into/from an automated database management system. Ability to plan, organize work, and meet deadlines to accomplish expected quality and quantity of work. Ability to communicate effectively, both orally and in writing, using tact and courtesy. (GS-07) Knowledge of an extensive body of HR rules, procedures, and operations to perform a wide variety of interrelated and non-standard support duties, such as coding and processing HR actions and providing information to customers. Knowledge of the standard principles and practices of personnel processing rules, regulations, and procedures to code and work a variety of entries in the automated system and resolve routine issues and problems using established techniques. Knowledge of the Defense Civilian Personnel Data System (DCPDS) to input, store, retrieve data, and perform quality review of data elements. Knowledge of office applications and automated systems to perform correspondence and reporting duties; a qualified typist i not required. Ability to communicate factual and procedural information clearly, orally and in writing. Ability to research data, and plan and organize work. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
  • Name/Rank/Grade of Service Member
  • Branch of Armed Forces
  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
  • Terminal leave start date (if applicable)
  • Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
  • Must be certified within 120 days of anticipated discharge
  • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
