This position serves as the NEPA/Objections & Litigation Coordinator for the National Environmental Policy Act (NEPA), the President's Council on Environmental Quality (CEQ), the National Forest Management Act (NFMA), and Objections & Litigation.

Duties
Duties are listed at full performance level GS-11:
Advise personnel on compliance efforts regarding environmental policies.
Provide leadership guidance on interpretation and implementation of environmental policies.
Serve as an authority of environmental documents for compliance with laws and regulations, guiding all subsequent objection and/or litigation reviews.
Execute final compliance evaluation and review of environmental analysis documents.
Analyze litigation and court decisions to recommend unit’s position in specific lawsuits, ensuring accuracy and completeness of the administrative record for each lawsuit.
Interpret impacts and applicability of environmental policy changes and decisions or directions from higher level offices.
Formulate responses to objections regarding decisions made by the Unit.
Advise others on the administrative objection process and serve as unit appeals coordinator in implementation of procedures.
Provide leadership with advice and interpretation of a broad range of environmental policies.
Requirements

This is an interdisciplinary position and may be filled in any of the job series listed below.
Basic Requirement:
GS-0101: Degree: behavioral or social science; or related disciplines appropriate to the position; OR a combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; OR four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
GS-0401: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR a combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.
Specialized Experience Requirement:
For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal service; OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled); OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Specialized experience is defined as four or more of the following: Assisted in providing guidance concerning interpretation and implementation of environmental policies; and/or performed field reconnaissance, collected, and analyzed data needed for preparation of environmental documents; and/or reviewed permits, contracts, or work plans to ensure that the design criteria or mitigation specified in the National Environmental Policy Act (NEPA) decision have been incorporated into the implementing tool; and/or participated in interdisciplinary teams and carried out routine environmental studies and evaluations to determine the consequences of various actions or events; and/or assisted in responses to objections regarding decisions made by management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
