The incumbent is a member of the Division of Support Services staff and is responsible for serves as the Title and Land Status Records Team Lead within the Branch of Geographic Sciences, Spatial Products Section, providing technical guidance, procedural and policy guidance, operational support, and leadership for the duties required to update and manage the public land records and associated databases within the states of Oregon and Washington.
This position is located in Portland, Oregon.
Duties
As the Supervisory Land Law Examiner, GS-0965-12, in this position you will:
Supervise team staff
Resolve unique, complex, and difficult matters relating to the interpretation, and documentation of land status
Manage mandated and publicly available BLM land status records
Serve as senior technical specialist overseeing official title and land status records
Assist internal and external customers with research, interpretation and analysis of all matters relating to title and land status records
Provide statewide technical guidance and advice on matters related to the administration and adjudication of land status
Create, update, and maintain official Land Status Records, including Master Title Plats (MTP's), Historical Indices (HI's), and Use Plats
Maintain related spatial database products to accurately reflect title, encumbrances, restrictions, leases, license, grants, and other actions impacting Federal interest lands

Qualifications
In order to qualify, you must meet the experience requirement described below. Your resume must clearly describe your relevant experience.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
Specialized Experience: Applicants must have one year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) examining land status case files to determine availability under public land laws; (2) interpreting legal land records, surface and quad maps, and/or Master Title Plats; (3) maintaining database products to accurately reflect title, encumbrances, restrictions, leases, license, grants, or other actions impacting Federal interest lands and (4) planning and prioritizing work to be accomplished.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
