This position is located at the Indiantown Gap National Cemetery in Annville, PA.

Duties

This is a bargaining unit position. This position is represented by AFGE. Please note that as provided for in the AFGE/VA Master Agreement the FIRST area of consideration for this position will be permanent employees of the local facility in which this position is being filled, the SECOND area of consideration will be employees at other VA facilities, and the THIRD area of consideration will be all other eligibles. Coordinates, leads, and trains cemetery caretaker personnel and engineer equipment operator personnel in the performance of interment tasks and marker installation. Coordinates with the cemetery foreman, and passes on instructions to other workers received from the foreman, and starts work (e.g. by assigning the immediate tasks to be performed by individual members of the group led). Insures that needed plans, equipment, material, and tools are available, and that needed stock is obtained from supply locations. Checks work in process and when finished, checks for compliance with supervisor's instructions on work sequence, procedures, methods, and deadlines. Ensures other employees follow supervisor's instructions to meet deadlines; demonstrates proper work methods. Answers worker's questions regarding procedures, policies, written instructions, and other directives (e.g. technical orders); obtains needed information or decisions from the supervisor on problems that come-up during the work. Provides information to the foreman on the status and progress of work, causes of delays, and overall work operations and problems (e.g. additional on-the-job training requirements for individual employees). Provide oral and written progress reports, prepares production reports, maintains records of work accomplished and time expended using computer and various word processing programs. Assures that safety and housekeeping rules are followed. Incumbent works along with other workers, setting the pace. Incumbent will be required to operate equipment assigned to the cemetery for operation during normal cemetery operations, and emergency situations. Work schedule: May be required to work Monday through Friday to include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,09/18/2023. Your background must demonstrate work involved in leading activities of grounds maintenance, landscaping, interment, including layout and excavation of new grave sites, and reopening occupied gravesites which require extreme caution to avoid damage to previously interred containers. As work leader, the incumbent motivates, coaches, trains, and advises other employees to follow instructions received from foreman and to meet deadlines. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Physical Requirements: Frequent arm and leg movements are required in operation of tractors, mowers and other equipment. Physical demands on the incumbent consists of handling granite headstones and markers, walking, bending, stooping, stretching, reaching, pushing, pulling, tugging and climbing. Incumbent must be able to lift to 75 pounds. Incumbent should request assistance whenever performing tasks that require lifting more than 75 pounds. Must be able to walk on all types of terrain and soil; conditions. Incumbent is required to wear personal protective equipment when applicable. Protective equipment includes personal protection for the eyes, hearing, face, head, back, extremities, protective clothing. The incumbent will make sure this equipment will be maintained in a sanitary and reliable condition. Due to the decibel level of noise employees are exposed to during their work shift, incumbent will ensure all employees adhere to safety guidelines and wear proper equipment while on the job. Working Conditions: 90% of the work is performed outside. Therefore, the incumbent will be subjected to heat, cold, wind, rain, snow, dampness and periodic muddy conditions. The incumbent may operate machinery that causes noise and vibrations, emits carbon monoxide, has moving parts that may cut or harm the body and requires the use of safety-protective clothing and devices. This work may be performed over uneven terrain. At times the incumbent will be exposed to dirt, dust, mud, water, noise, and fumes from motor vehicles and other equipment.
