The Deputy Chief of Biomedical Engineer for Fayetteville VA Coastal Healthcare System works in support of the Healthcare Technology Management (HTM) Service by providing leadership, guidance, and supervision among assigned employees. The incumbent for this position will support the FVACHCS' mission and HTM Service's goals and may qualify for Relocation/Recruitment incentives and/or the Student Loan Repayment Program (SLRP).

Duties

Major Duties for a Deputy Chief Biomedical Engineer include but are not limited to: Responsible for developing Healthcare Technology Management (HTM) department standard operating procedures (SOPs) and assisting with medical facility policies pertaining to the HTM program and service Leads technology assessment of healthcare technology by working collaboratively with medical staff to evaluate market offerings, determine requirements, design system configurations, and develop specifications Collaborates with the Contracting staff to procure equipment that best meets clinical needs on balance with competitive processes and value considerations Responsible for evaluating complex medical equipment systems to determine the feasibility of installation, including utilities and space requirements and interconnectivity with existing equipment and systems Manages implementation and recurring technical support of healthcare technologies and actively collaborates with OI&T and clinical service lines to optimize effectiveness of the systems Balances multiple projects simultaneously, to include managing biomed site activations, and working with a broad range of clinical, technical, and administrative stakeholders, therefore strong project management, change management, relationship-building, and communication skills are critical to program success Ensures that equipment installations enhance and/or support patient safety practices and supports implementation of effective education programs for healthcare technology users Leads the team of staff Biomedical Engineers, Biomedical Equipment Support Specialist (Information Systems), Electronic Technician, and Administrative Admin Support personnel Responsible for assessing direct reports strengths and weaknesses and provides leadership to the team in exploring alternatives and determining what improvements can be made (e.g., in work methods, processes, productivity and quality) Work Schedule: Monday through Friday, 8:00am - 4:30pm Telework: Ad Hoc Virtual: This is not a virtual position. Applicants must meet Basic requirements and Grade Determinations: Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education and/or Experience: The individual must meet either item (1) or (2) below to meet this requirement: (1) Bachelor's Degree or Higher in Engineering- To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time (TRANSCRIPTS NEEDED). OR, (2) Certification as a Certified Clinical Engineer (CCE) AND a Bachelor's degree not listed above (TRANSCRIPTS NEEDED). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfathering Provision: All persons employed in VHA in this occupation, on the effective date of this qualification standard, are considered to have met all qualification requirements for the title, series and grade held, including positive education, and/or certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Such employees in an occupation that does not require a certification/registration, may be reassigned, promoted, or demoted within the occupation. (2) Employees who are appointed on a temporary basis, prior to the effective date of the qualification standard, may not have their temporary appointment extended, or be reappointed on a temporary, or permanent basis, until they fully meet the basic requirements of the standard. (3) Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or certification/registration, that meet all the basic requirements of this qualification standard, must maintain the required credentials as a condition of employment in the occupation. (4) If an employee, who was retained in an occupation listed in 38 U.S.C. § 7401(3) under this provision, leaves that occupation, the employee loses protected status, and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. Physical Requirements: A pre-placement physical examination to determine the physical, cognitive and emotional fitness of candidates for appointment in VA is required, and shall be completed prior to appointment English Language Proficiency: Biomedical Engineers must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part. And Grade Determinations: Supervisory Biomedical Engineer (Clinical), GS-13 (Above the Full Performance Level): Experience:Completion of at least one (1) year of experience equivalent to a GS-12 and must fully meet the KSAs at that level. In addition to the experience above, you must demonstrate all of the following KSAs in your resume: Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level Ability to draft and/or recommend local policies and/or directives related to healthcare technology management Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility Skill in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations References: VA Handbook5005/104 PART II APPENDIX G38 The full performance level of this vacancy is GS-12. The actual grade at which an applicant may be selected for this vacancy is GS-13. Physical Requirements: Moderating lifting (15-45lbs), moderate carrying (15-45lbs), use of fingers, both hands required, walking up to 1 hour, standing up to 3 hours, near vision correctable at 13" to 16" Jaeger I to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other, ability to distinguish basic colors, hearing (aid permitted), ability to read printed matter-blueprints, and, emotional/mental stability. Environmental factors include working around electrical energy.
