The Secretary is responsible for assisting the Chief, Engineering Service and the subordinate staff by performing clerical and administrative support work for the service. The Secretary is the principle administrative support position in the Office of the Chief, Engineering Service and administratively leads the other clerical and administrative support positions in the office. This position is under the direct supervision of the Chief, Engineering Service.
Duties
Duties include but are not limited to:
Processes all incoming and outgoing mail and distributes it accordingly.
Takes care of routine matters and questions including substantive issues not requiring specialized, clinical knowledge.
Handles a wide variety of situations and conflicts requiring use of personal initiative to determine the best approach to be taken or methods to use.
Purchases administrative supplies for the service.
Maintains electronic and hard copy files for the service.
Initiates required paperwork for personnel actions
Maintains the Chief's calendar by scheduling and recording appointments, coordinating meetings, and conferences.
Prepares routine correspondence, edits letters, composes letters and reports, reviews correspondence for accuracy and completeness, prepares presentation outlines/agendas and replies to inquiries.
Supplies the requested information for most inquiries (e.g., status of reports, suspense dates, procedural requirements).
Answers the telephone, refers visitors, or provides information about the service and its functions.
Arranges for large meetings or conferences including selecting mutually satisfactory times, reserving meeting rooms, notifying participants, preparing and distributing information packages and preparing reports or minutes from proceedings.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience with reviewing and/or preparing publications, directives, reports, and other materials and taking appropriate follow-up actions
Skill in preparing materials for the Manager and subordinate staff who respond to calls, inquiries, and correspondence
Experience with correcting grammar, spelling, punctuation and required formats sufficient to recognize and correct such errors in correspondence, reports, and other publications
Skill in using computers and computer software such as Microsoft Word and Microsoft Excel to create documents and spreadsheets
Communicating with various staff and the general public.
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have substitution of 4 years above high school (transcripts required).
OR,
Combination: Combination of specialized experience as described above and successfully completed post-high school education (beyond the second year) and experience to meet total qualification requirements at the GS-5 level. This education must have been obtained at an accredited business, secretarial or technical school, junior college, college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation

Physical Requirements: The work is essentially sedentary and incumbent typically may sit comfortably to do the work although it does require some walking, standing, bending, and carrying light items such as paper and books.
