This position is located at the VA NY Harbor Healthcare System in New York, New York. The Environmental Protection Specialist ensures compliance with federal, state and local regulations governing air emissions, hazardous materials, non-hazardous and hazardous waste, oil spills, water quality and the storage of regulated substances (e.g., petroleum products, chemicals and wastes), among other areas and works to alleviate the adverse impacts of human activities on the environment.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Administers the Green Environmental Management System (GEMS) program; Completes permits and leads facility self-assessments, inspections and other environmental investigations; Advises senior management on the status of environmental programs and recommends changes in the design of facility work programs to meet new environmental requirements; Interacts with federal, state and local environmental agencies with respect to facility environmental issues; Schedules and leads environmental audits to identify and evaluate program implementation and compliance activities; Trains and provides instruction on a variety of subjects related to specific and specialized environmental topics; Conducts site inspections, collects data, review documents, analyzes evidence, evaluates results, writes reports and recommends corrective action or procedures for compliance; and, Performs all other duties as assigned. Qualifications

To qualify for this position, you must meet one of the following: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of an Environmental Protection Specialist, and that is typically in or related to the work of the position to be filled. Specialized experience is experience planning, implementing, and evaluating environmental protection programs; administering a green environmental management program; leading environmental facility inspections to ensure compliance with applicable laws and regulations; advising management on environmental program status; preparing reports; and training others on specific environmental topics. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ Education: Successful completion three (3) full years of progressively higher-level graduate education or doctoral degree (Ph.D. or equivalent) related to this position. This education must have been obtained at an accredited college or university. NOTE: If you select this option, you must submit a copy of your transcript with your application. Education cannot be credited without documentation. ~OR~ Combination: Equivalent combinations of successfully completed progressively higher-level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. You will be rated on the following Competencies as part of the assessment questionnaire for this position: CommunicationComplianceEnvironmental EngineeringPlanning and EvaluatingTechnical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work of this position includes frequent audits of waste storage areas and involves a good deal of walking, standing, bending and climbing. During audits and inspections, there is regular exposure to all of the hazards and discomforts to which the person in this position is subjected. This may include toxic chemicals, physical stresses and safety hazards. Must use a variety of protective equipment and clothing.
