Duties

You will plan for acquisition by conducting reconnaissance for site selection, developing general requirements, and coordinating/controlling administrative actions preliminary to actual acquisition of the real property interest. You will prepare plans for disposal of excess land, improvements, and leasehold interests. You will review and evaluate the utilization of lands and buildings by developing advertising, maintenance and insurance requirements where out-leasing or licensing promote efficient management of real property. You will negotiate in-lease terminations or lease buyouts, including details of restoration or transfer of improvements to the fee owner. You will create and updating records in applicable programs, systems or databases (i.e., e-Projects and RES Inventory), and generating reports for workload/execution tracking and data calls. You will be responsible for realty planning for acquisition, in-leasing, out-grants, management, and disposal of interests in real property.

  • You will be required to obtain and maintain a current valid United States driver?s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position requires the individual to qualify for a real estate contracting Level II warrant in accordance with the requirements of the NAVFACENGCOM P-73 Real Estate Procedural Manual.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

To be considered for the GS-12 position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing real estate principles, practices, markets and values, and applying the techniques, principles and methods applicable to real estate activities; 2)Applying Federal laws, regulations, and policies governing real estate functions within the United States; 3) Applying contracting methods/procedures pertaining to the full scope of real estate transactions, and provide on the spot guidance in complex situations; and 4) Performing realty transactions and conveyance and evaluating the effects of various methods of acquisition and disposal upon the uses and value of land. NOTE: This information must be fully supported in your resume to be considered for this position. To be considered for the GS-11 position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing real estate principles, practices, markets and values, and applying these techniques to real estate transactions; 2) Assisting in the application of Federal law, regulations, and policies governing real estate actions in the United States; 3) Preparing contracting methods/procedures pertaining to a variety of real estate actions; and 4) Preparing realty transactions for the acquisition and disposal of real property. Education

Education may be substituted for the GS-11 specialized experience as follows:

You must have successfully completed a Ph.D. or equivalent doctoral degree.
OR-
You must have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

OR-
You must have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
