This position is a Supervisory Fish Biologist, GS- 0482-12 working in Marquette, MI for the R3-Marquette Biological Station.

Duties

As a Supervisory Fish Biologist you will be responsible for conducting Sea Lamprey control and assessment activities. Duties may include, but are not limited to, the following: Developing and implementing new program initiatives to meet the Great Lakes Fishery Commission (GLFC) vision and direction for integrated sea lamprey control in the Great Lakes. Assuring that investigative field activities and studies are conducted in conformance with standard operating procedures, applicable regulatory permits, annual team work plans, and as determined in consultation with other team leaders and unit/station supervisors. Using sound scientific principles to develop studies and programs, formulate objectives, and establish priorities for implementation. Providing technical and administrative supervision for subordinate staff, including planning work to be accomplished, setting priorities, developing performance standards and evaluating performance, providing leadership, and allocating resources. Coordinating field activities with other federal and state agencies, local public officials, the general public, other sea lamprey program teams/units, staff members of the U.S. Fish and Wildlife Service, Department of Fisheries and Oceans Canada, and other agency personnel to advance and advise on sea lamprey control activities in the Great Lakes. Chairing or participating as a technical expert on sea lamprey in multi-agency task forces, work groups, and subgroups of the GLFC within the assigned area of responsibility.

Qualifications

Only experience and education obtained by 09/22/2023 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. Basic Requirement: Completion of a 4-year course of study at an accredited college or university leading to a bachelor's or higher degree in biological sciences that included at least 6 semester hours (9 quarter hours or the equivalent) in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fish biology; AND at least 12 semester hours (18 quarter hours or the equivalent) in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields. OR A combination of education and experience that includes coursework equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in A above, PLUS appropriate experience or additional education. The quality of this combination of education and experience is comparable to the knowledge, skills, and abilities normally acquired through the successful completion of a full four-year course of study. Minimum Qualification [GS-12] One year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service performing work in or directly related to the position to be filled. Specialized experience may include: (1) statistically analyzing scientific fisheries data and drawing conclusions from the data to recommend management actions; (2) leading biological and technical staff to complete work plan objectives and tasks; (3) collaborating with professional scientists and other representatives to solve biological problems encountered in fishery science; (4) preparing reports of scientific findings and delivering presentations at professional meetings, conferences, and symposia; (5) serving as a technical expert on sea lamprey biology. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL CAPABILITY: Work is performed in a field environment and involves arduous labor. The incumbent is required to be in excellent physical condition and capable of rigorous outdoor activities, including safely hiking over wet, rough, steep, slippery or rocky terrain. Work requires frequent bending, stooping, walking, standing, working in cramped positions, climbing, and prolonged standing on concrete floors. Duties of the position occasionally require driving on unimproved roads, considerable walking on steep terrain (80 percent or more), working in water with boots or waders, walking through or working in heavily timbered areas (sometimes walking 5 or more miles), at times carrying heavy packs, lifting and moving objects over 50 pounds, bending, crouching, stooping, stretching, reaching, climbing, or other similar activities. Field work takes place outdoors during all seasons of the year, often under adverse weather conditions, with temperatures ranging from 20 to 100 degrees (F), and in very dry to rainy and snowy conditions. Field work is performed during the daytime, night, weekends, and sometimes on federal holidays. The nature of the work requires an adequate sense of sight and hearing to safely perform the duties. Work requires the incumbent to wear potentially uncomfortable safety equipment, including a negative pressure respirator sometimes in excess of 8 hours. MEDICAL REQUIREMENTS: Selectee must meet medical standards to assure the ability to perform field work safely. New employees must pass a pre-employment medical examination, and the Selectee will require continued medical clearance through periodic medical examination. Also, the Selectee will be subject to exposure specific medical surveillance testing before and after field seasons. Retention is subject to satisfactory completion of a physical capability test immediately after entering on duty. The physical capability test will simulate the lifting, carrying, and emptying of containers of lampricide (TFM, 50-lbs). Failure to satisfactorily complete this physical capability test may result in the Selectee being terminated from his/her employment with the U.S. Fish and Wildlife Service.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
