THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a ATTORNEY-ADVISER (GENERAL), Position Description Number T5160P02 and is part of the PENNSYLVANIA NATIONAL GUARD, National Guard. 1 or more Position(s) may be hired against this Announcement.

Duties

As a ATTORNEY-ADVISER (GENERAL), GS-0905-13, you will act as a legal adviser and attorney for the state/territory National Guard, responsible for the formulation of state/territory legal policy and its execution legal representation; legal initiatives; interpretation and litigation of U.S. and state/territory(s) constitutional, civil, criminal, labor law; international law and treaty agreements; trial defense; and a full spectrum of expert legal advice. Responsible to advise on the legal, factual and other impacting aspects of drafting, interpretation and application of legislation, regulation, tasking orders, decision, opinions or other guiding, or lack thereof, instruments associated with emerging or highly conflicted, sensitive and emotionally charged issues relating to sexual assault/harassment and domestic violence/abuse. Serve as the state/territory National Guard litigation point of contact. Serve as an attorney/adviser providing acquisition and fiscal legal advice to the state/territory's assigned United States Property & Fiscal Officer, particularly in the area of emerging requirements in victim support and legal resourcing (the Chief of the National Guard Bureau's agent in the state/territory) and active-duty military advisers. Act as the Adjutant General's representative in third-party proceedings under Federal labor management and equal employment opportunity statutes and regulatory provisions. Serve as the state/territory Ethics Adviser. Perform other duties as required.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC A: NG Employees working at the location specified. AOC B: NG Employees of the Pennsylvania National Guard. AOC C: Open to the public. Supervisor for this position is Colonel Samuel Wilson. Manpower #: 01063848 *NOTE: Accessioning into this position is contingent upon verification of Tier 3 Security Clearance. GENERAL EXPERIENCE: Bachelor of Laws or Juris Doctor degree in law issued by an ABA- accredited law school; and must be admitted to practice law in the highest court of any U.S. state, commonwealth, territory or the District of Columbia. SPECIALIZED EXPERIENCE: Application must indicate 24 months professional legal experience with legal and administrative concerns that arise from existing Federal and state/territory statute, regulatory guidance and prevailing precedent; policy and guidance development for new and emerging missions and programs lacking definitive programming or procedural guidance from Federal (Department of Defense, Department of Army, Department of Air Force, ARNG, ANG, etc.), state/territory or other controlling agencies, often requiring extensive research and understanding of legislative or executive branch intent to effectively act or advise upon? QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Education

You must meet the following Education requirements to qualify for this position:
The first professional law degree (LL.B. or J.D.) and, for assignments within the Department of Defense, active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. The Military Departments may also extend the requirement for active bar membership to assignment of civilian attorneys within their respective Departments.
