You will serve as a SUPPLY MANAGEMENT OFFICER in the COMMANDER, EOD GROUP ONE, SUPPLY DEPARTMENT of EODGRU ONE.

Duties

You will act as EODESU-1 Senior Technical Civilian Advisor and expert on all aspects of the Navy supply system, inventory and warehouse management concepts, financial management, and government procurement processes. You will provide complex administrative and technical supply/logistics services on behalf of EODGRU-1, including a O6 Major Command, CONUS O5 Commands, OCONUS O5 Commands, and independent world-wide deployable units of action across multi-missions. You will supervise administrative and technical authority over employees engaged in a variety of supply and logistical functions in support of all EODGRU-1 units. You will develop and recommend policy, strategic goals, performance objectives, internal controls, and programs for property accountability. You will provide technical advice, guidance, and resolves all supply program management problems encountered. You will plan, coordinate, evaluate, direct, and create policy for the four departmental divisions: Procurement, Financial, Stock Control/Warehouse, and Integrated Logistics Overhaul/Personal Gear Issue. You will conduct supervisory supply and logistics oversight of the accountable property system of record programs for EODESU-1. Programs of record include, but are not limited to, the Defense Property Accounting System (DPAS). You will develop multi-year phased plans to maintain and procure replacement equipment. You will conduct daily technical supervision of the subordinate ESU-1 Supply Department staff, which is composed of approximately 50 personnel and includes military officers, enlisted, and contractor personnel. You will direct development and execution of a $50M annual budget as well as program objective memorandum (POM) formulations and provide recommendations for budget impacts, adjustments, and inputs. You will work with EODGRU-1 staff to ensure supply management software system, R-Supply, financial management software systems, and Standard Accounting, Budgeting, and Reporting System (SABRS), operate with no conflicts between the two systems. You will serve as the primary technical expert for the proper procurement practices, accountability, receipt, and issue of all TOA, PGI and OPSCON commodities.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector managing, analyzing, and evaluating the effectiveness and efficiency of a supply program providing technical knowledge and leadership in supply chain management, material procurement, and material/property management.
