This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as an Emergency Management Specialist for Emergency Management Operations.
Duties
Maintain Emergency Management Programs.
Ensure programs are reviewed and updated prior to any inspections.
Serve as Emergency Management exercise coordinator for the installation.
Conduct routine equipment start-ups and preventative maintenance.
Maintain the Industrial Security Program.
Requirements
- Incumbent must Obtain and Maintain the Army Basic Emergency Management Course Certification within 1 year of being hired.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: reviewing operating contractors emergency management programs to ensure they meet regulatory and contracting requirements; administering emergency preparedness activities or assisting in performing emergency response and recovery activities during periods of high stress and crisis situations, such as; natural disasters, toxic/chemical spills, biological hazards or explosions; coordinating operations with an Emergency Operations Center (EOC) or similar facility; assists on matters related to emergency management , knowledge of responding to Chemical Biological, Radiological, Nuclear and Explosive (CBRNE) incidents ; review site and construction plans to assure compliance with emergency management and safety standards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Emergency Management field of study.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
