The primary purpose of this position is to serve as a Supply Systems Analyst performing work that is primarily concerned with analyzing, evaluating and promoting improvements in the plans, methods procedures, computer systems and techniques.

Duties

Develop and coordinate special studies and analyses of operational systems support to the fleet. Provide the Commander and other squadron/command management personnel with information, conclusions, and recommendations designed to show customer support. Resolve conventional problems and situations. Enhance utilization of resources. Develop recommendations to resolve substantive problems of effectiveness and efficiency of work operations. Prepare comprehensive briefings on supply programs and their accomplishments toward improving supply support to the global mission. Represent the Regional Supply Squadron with a variety of activities and organizations.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of closing of this announcement at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying analytical and evaluative methods and techniques to measure the effective and efficiency of supply programs, operations, and inventory management functions as well as supply functions required to identify and reconstruct various procedural errors or potential errors, and to enter, correct, retrieve, and structure specialized reports and perform analytical assignments. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120-day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a broad range of supply program relationships and supply systems or expertise and depth in one of the specialized fields of supply operations. Knowledge of specialized methods and techniques to analyze and evaluate the effectiveness and efficiency or supply programs, systems and or operations. Knowledge of statistical analysis is desirable. Ability to carry out full range of program analytical responsibilities and duties to support world-wide major supply program and functional areas. 2. Knowledge of retail and wholesale logistics systems and ability to extract and analyze data resident in those systems. Ability to use software programs such as: PowerPoint, Excel, Access, Word and similar software to accomplish analyses. 3. Knowledge of supply program operations, management indicators, and supply program support activities to provide technical analytical support and advisory services. 4. Knowledge of supply management systems. principles, concepts. policies and regulations. 5. Knowledge and skills to prepare and present effective oral and written presentations, and to deal effectively with all levels of personnel, including key managers and operating officials. Ability to maintain good working relations. Ability to plan and organize work. Ability to identify problems and develop innovative solutions. WORK ENVIRONMENT: Work is primarily performed in an office setting. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
