This position is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 10 (VISN 10), at the Columbus VA Health Care System (VHACOS) in Columbus, OH, within the Employee Education Service. This position reports directly to the Chief of Education. The primary purpose of this position is to serve as the PMDB (Prevention and Management of Disruptive Behavior) coordinator and facility trainer.
Duties
Major Duties:
Assist/maintain the educational portions of the department Share Point site.
Enhances orientation and other educational programming to ensure the competencies for Medical Center employees.
Trains and orientates users in selected program and applications such as TMS.
Assist with nursing orientation topics as needed.
Manages IT security and confidentiality for, but not limited to, data, network or system access, accessibility codes.
Performs duties involving the instruction of training courses or the modification of course content.
Develops, obtains, and adapts current instructional material.
Initiates educational programming which is responsive to changes in the policy/procedure/technology, and promotes the mission, vision, and values of the organization.
Uses a wide range of teaching methods or tools, depending on the students learning requirements.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 7 position you must have served 52 weeks at the GS 6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
For GS-7
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS -6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: instructing in Prevention and Management of Disruptive Behavior; administering a training program; and reviewing training/course materials, aids, devices, etc., and evaluation of training results. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have at least one full year of graduate level education in study of education or a subject area related to the position to be filled; or superior academic achievement. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education that meets or exceeds total qualification requirements - computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.
For GS-9
Specialized Experience: One year of specialized experience equivalent to the GS-7 level in the Federal service. Examples of specialized experience would typically include, but are not limited to: Assess unusual situations and analyze a variety of alternatives; perform assignments from start to finish with widely varying duties including fact-finding, drawing conclusions, and making recommendations; complete complex assignments typically characterized by many interrelated facts and sources of information, disputed or hidden facts, undefined issues, determining multiple cause and effect relationships; in-depth analysis of an organization's policies and procedures, identification of future training and development needs and introduction of new technology for development and delivery of training; Understand the interrelations with other training and employee development programs; Advise on training program issues, and to consult and assist individuals and officials of organizations on problems, questions and programs. OR
Education: Possess a master's degree or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B or J.D., if related. (Transcripts must be submitted).OR
Combination of Experience and Education: A combination of education and experience to qualify at the GS-9 level. Only graduate education in excess of the amount required for the GS-7 level (1 year) may be used to qualify. For example, the position to be filled is a Training Specialist, GS-1712-9. You have 6 months of specialized experience equivalent to GS-7 level and 1.5 years of creditable graduate level education in Education. You meet 50 percent of the required experience and 50 percent of the required education, (i.e., you have 1/2 year of graduate study beyond that required for GS-7). Therefore, you exceed the total requirement and are qualified for the position.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is usually performed in offices, meeting rooms, schools or similar settings. The work areas are adequately lighted, heated and ventilated. Many positions involve travel, including normal everyday risks and discomforts of auto, bus, rail and air transportation.
