Behavioral Health Interdisciplinary Program (BHIP) is a model of care provided by a group
of mental health professionals (providers and clerical staff) working together to focus on the
Veteran's mental health and well-being. These teams promote proactive, integrated,
comprehensive outpatient mental health care. BHIP increases access to Veteran-centered,
recovery-oriented, evidence-based mental health care through improved provider
coordination and continuity of care.
Duties
The Social Worker Coordinator is assigned to one of the Durham VA Mental Health Clinics
(e.g. Durham VAMC, Wake County, Greenville, Morehead City, and virtual clinics) and
serves as Director of the General Mental Health Clinic. The Social Worker Coordinator
manages, directs, and oversees operation of the assigned General Mental Health Clinics.
The GMH staff is comprised of multidisciplinary BHIP teams of physicians, psychologists,
social workers, nurses, and other staff members.
FUNCTION OR SCOPE OF ASSIGNED DUTIES
A. Interviews Clients and Conducts Psychosocial Assessments
Interviews veterans and their family members/significant others to establish facts about the
veteran's situation, presenting problems and their causes, and the impact of such problems
on the veteran's functioning and health as part of a comprehensive psychosocial
assessment. Interprets and explains VA's treatment and benefit programs.
Reviews all data, subjective and objective, and makes a clinical assessment identifying
needs and strengths. Effectively uses professional skill, objectivity, and insight. Uses
advanced clinical training, insight and experience to interpret data and to identify viable
treatment options. Assesses high risk factors, acuity, and need for services.
Has the ability to serve veterans who tend to have frequent and severe crises, lack family
or an adequate community support network, poor at self-monitoring, frequently fail to
comply with instructions and treatment, or have significant deficits in coping skills and
require continuing professional psychological support.
B. Makes Psychosocial Diagnoses
Independently evaluates the client's situation, including the veteran's reaction and ability to
deal with it, and arrives at a reasoned conclusion. Based on the psychosocial assessment,
uses professional judgment and advanced practice skills to make a psychosocial diagnosis.
Assesses at-risk factors and develops a preliminary treatment plan involving the veteran
and family or significant others. Performs insightful assessment of serious and complicated
cases involving psychiatric illness, catastrophic medical conditions, substance use
disorders, dementia and other high-risk diagnoses. Makes independent professional
decisions and recommendations for agency action. Consequences to the veteran may be
serious and the results are often unpredictable.
On an outpatient basis, finds a suitable means of treatment to help veterans and/or
significant others cope with stressful situations. Treatment is aimed at helping veterans find
practical solutions to problems.
C. Plans Effective Treatment
Develops psychosocial treatment plans in coordination with interdisciplinary members,
including goals for psychosocial clinical treatment. Using known available resources and
the initial assessment of the veteran's likelihood to accept differing types of assistance,
makes initial and continuing decisions regarding use of VA and non-VA services and
referrals. Arrives at a reasoned conclusion as to the preferred course of agency action.
Provides independent consultation and makes recommendations to interdisciplinary team
on course of treatment. Serves as a member of the veteran's treatment team, promoting
Social Work services as a key component of treatment.
Independently concludes the appropriate action, even in instances where actions can have
serious impact on the life of the veteran. This might include long-term institutional or
nursing home care or separation from family members. These decisions are based on the
Senior Social Worker's advanced practice skills, professional judgment and expertise
regarding the veteran's self-care capability, the family support system, the veteran's health
care needs and possible consequences.
Is responsible for clinical Social Work practice in the area or program to which assigned,
including promotion of Social Work services as a key component of treatment. Evaluates
their practice on an on-going basis through participation in professional peer review, case
conferences, research studies, or other organized means. Is active in and accepts
responsibility for the development and maintenance of professional standards of treatment.
Makes adjustments to the psychosocial treatment plan and interventions based on
changing needs and response to interventions. Initiates and affects changes in methods
and interventions to promote efficient practice and improve patient outcomes.

Qualifications
BASIC REQUIREMENTS.
The basic requirements for employment as a VHA social worker
are prescribed by statute in 38 U.S.C. § 7402(b)(9), as amended by section 205 of Public
Law 106-419, enacted November 1, 2000. To qualify for appointment as a social worker in
VHA, all applicants must meet the following:
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is
not possible to recruit qualified citizens in accordance with chapter 3, section A,
paragraph 3g this part).
Education. Have a master's degree in social work from a school of social work fully
accredited by the Council on Social Work Education (CSWE). Graduates of schools of
social work that are in candidacy status do not meet this requirement until the School of
Social Work is fully accredited. A doctoral degree in social work may not be substituted
for the master's degree in social work. Verification of the degree can be made by going to

accreditation standards for a masters of social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series
in VHA must be licensed or certified by a state to independently practice social work at
the master's degree level. Current state requirements may be found by going to

Loss of Licensure or Certification. Once licensed or certified, social workers must
maintain a full, valid, and unrestricted independent license or certification to remain
qualified for employment. Loss of licensure or certification will result in removal from
the GS-0185 social worker series and may result in termination of employment.

English Language Proficiency. Candidates must be proficient in spoken and written
English to be appointed as authorized by 38 U.S.C. § 7403(f).
GRADE DETERMINATIONS.
In addition to the basic requirements for employment, the
following criteria must be met when determining the grade of candidates.
Social Worker (Program Coordinator), GS-12
(1) Experience and Education. One year of experience equivalent to the GS-11 grade
level. Experience must demonstrate possession of advanced practice skills and
judgment, demonstrating progressively more professional competency. Candidate
may have certification or other post-master's degree training from a nationally
recognized professional organization or university that includes a defined
curriculum/course of study and internship, or equivalent supervised professional
experience.
(2) Licensure/Certification. Individuals assigned as social worker program coordinator
must be licensed or certified at the advanced practice level, and must be able to
provide supervision for licensure.
[(3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience
above, the candidate must demonstrate all of the following KSAs:
(a) Knowledge of program coordination and administration which includes
consultation, negotiation, and monitoring.
(b) Knowledge and ability to write policies, procedures, and/or practice guidelines for
the program.
(c) Ability to supervise multidisciplinary staff assigned to the program.
(d) Skill in organizing work, setting priorities, meeting multiple deadlines, and
evaluating assigned program area(s).
(e) Ability to provide training, orientation, and guidance within clinical practice.
(4) Assignments. For all assignments above the full performance level, the higher-level
duties must consist of significant scope, complexity (difficulty), and variety and be
performed by the incumbent at least 25% of the time. Program coordinators at the GS-
12 grade level are administratively responsible for a clinical program providing
treatment to Veterans in a major specialty area, such as but not limited to: Spinal Cord
Injury, Homeless Continuum Veteran Program, Hospice and Palliative Care Program,
Suicide Prevention Program, Veterans Justice Outreach, Caregiver Support Program
and Community Nursing Home Program. The program coordinator may be the sole
practitioner in this specialty at the facility and typically provide direct patient care
services in the program area. The program coordinator oversees the daily operation of
the program, develop policies and procedures for program operation, and prepare
reports and statistics for facility, VISN, and national use. They may be responsible for
the program's budget, developing and monitoring staff compliance with practice,
standards and guidelines on documentation, workload, data entry, ethical practice and
service delivery. The program coordinator provides analysis and evaluation of clinical
program data and computerized programs to identify system-wide trends and needs to
enhance the quality of service. They may be responsible for, or contribute to, the
program's resource and fiscal management, monitoring control points developing the
annual budget, operating within that budget, and accounting for appropriated funds.
The program coordinator is administratively responsible for the clinical programming
and prepares reports and statistics for facility, VISN, and national use. They provide
leadership, direction, orientation, coaching, in-service training, staff development, and
continuing education programs for assigned staff. They initiate and conduct a variety
of program or service audits and complete designated clinical practice audits and
reports, including productivity assessments. They oversee program operations and
evaluations, identifying areas for improvement, gathering relevant data, assessing the
data, developing and implementing ideas for improvement and evaluating efficacy of
improvement efforts.]
