This position is located in the Logistics Service at the Edward Hines Jr. VA Hospital, Hines, IL. The primary purpose of the position is to ensure that supplies and material are distributed to all areas serviced by Logistics. Provides wards, clinics, operating rooms, secondary storage locations, and other hospital facilities with supplies and material including, but not limited to, sterile and nonsterile medical supplies, instruments sets, and equipment.
Duties
Duties include, but may not be limited to the following:
Reviews existing stock and manufacturers' catalogs, manuals and listings to obtain substitute or interchangeable items to supply in lieu of items requisitioned.
Communicates with customers and vendors to obtain information regarding availability and functionality of non-expandable equipment and supplies.
Provides guidance to customers on identification of material through research of original equipment manufacturers part catalog for part numbers, descriptions, and size of parts needed.
Processes applicable catalog update transactions in accordance with current published procedures.
Periodically, reviews assigned manufacturers code and part numbers for continued validity and takes necessary action to update, delete, or dispose of in accordance with published guidelines.
Interacts with clinical and administrative customers to ensure issues and needs are identified and either resolved or escalated to supervisors or Inventory Management Specialists as needed.
Communicates to the lead or supervisor any concerns related to supplies, equipment and procedures, providing information as needed orally or in writing regarding customer or external stakeholder issues, general telephone inquiries and visitor referrals.
Coordinates drop-off of new or transferred equipment and pick up of turn in equipment; scanner pick up and drop off for annual Electronic Inventory Listing (EIL) inventory; and delivery times and area with contractors and vendors with other VA activities, contractors or manufacturers through personal transactions.
Reviews numerous computer output listings in the performance of research and identification of supplies as well as prepares system inquires and interpret the responses.
Receives non-expendable equipment and material into the VA Health Care System and supported catchment area.
Unpacks/uncrates supplies from shipping cartons and properly scans, bar codes, and stores supplies and material.
Stores items in accordance with established guidelines, utilizing a computerized inventory system, to ensure integrity of the supplies and material and the data integrity of the inventory management system.
Distributes items according to established or ad hoc requirements in computerized inventory management system.
Delivers equipment in a timely and accurate manner, ensuring equipment and material delivered are in operational condition.
Processes receipt and turn-in transaction to record in the equipment system of record and account for incoming material.
As needed, assists in other functional areas of the Section and performs other duties as assigned.

To meet the minimum qualifications for this position, you must meet one of the following:
Specialized Experience: You must have one (1) full year of specialized experience equivalent to the GS-4 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Supply Technician position. Specialized experience includes providing equipment and material to clinical and administrative areas of a health care facility; scanning, bar-coding, receiving, storing and distributing equipment and related material; utilizing an automated system to maintain equipment records; and answering customer questions regarding non-expandable equipment and materials. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years of education above high school in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond high school education as described above that demonstrates the ability to perform the duties of this position.

Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination.

Factor Levels
Factor 1 - Knowledge Required by the Position
Requires practical knowledge of standard supply management procedures to perform work involving inventory and excess material management. Knowledge and ability to interpret policies, procedures, manuals, and regulations pertaining to supply/inventory management and federal acquisition systems. Requires knowledge related to stock rotation, hazard alerts and recalls to ensure outdated or otherwise compromised supplies and material are removed from usage area.
Knowledge of the names of the different supply items including the trays and sets, and a general understanding of how items are used in case the user refers to them by another name. Requires knowledge of the availability, economic use, operation, and integration of aseptic procedures into the total health care program.
Factor 2 - Supervisory Controls
The Supervisory Supply Technician assigns work areas and expects work to be completed independently or as advised by the supervisor or inventory management specialists. Priorities are established independently based on local practice. Unusual problems that develop are referred to the supervisor as necessary. While working on unscheduled off tours, supervisory assistance may not be available for problems that arise. Problems are resolved in consultation with the medical staff of the hospital. Supervisor reviews work through observation of the work area, through discussion, and by means of feedback from the hospital staff that use the department's services. Weekly guidance is provided by the supervisor through written and/or verbal work assignments, specific to the areas being supported. Completed work is reviewed for technical soundness and conformity to policy.
Factor 3 - Guidelines
Guidelines consist of VHA policies, SOPs, and other documents as well as publications, policies, manufacturer's catalogs and fact sheets on the various items, shelf-life guidelines, and oral instruction on the preference of various medical personnel concerning supplies. Work requires searching for, interpreting and applying regulatory guidelines to a specific problem in order to arrive at a justifiable conclusion. Work requires adapting and applying these guidelines using judgment to make appropriate decisions. Issues that cannot be resolved using existing policies, SOPs, and other guidance are referred to the supervisor, more senior supply technician staff or inventory management specialists for resolution.
Factor 4 - Complexity
Work requires performance of supply management activities, utilizing computerized systems including bar-coding and automated inventory systems for the delivery and inventory control of Logistics supplies throughout the facility and catchment area, and validating the data provided by the automated system. Data accuracy in the automated system is critical to long-term stock management.
Work requires monitoring actual stock usage in an area and making necessary adjustments on the spot, based on personal knowledge of the area's current needs and trends, escalating complex or unresolvable issues to the supervisor, more senior supply technician staff or inventory management specialists, as appropriate. Must understand the variables inherent in the difference between unit of issue and unit of purchase. Packaging discrepancies have major impact on measurement of usage and projection of supply needs.
Factor 5 - Scope and Effect
Ensures all VA Healthcare System and associated catchment area clinical and administrative supply distribution needs are met. Work requires resolving customer and external stakeholder issues if possible, communicating orally or in writing to the supervisor, more senior supply technician staff or inventory management specialists any concerns related to supplies, equipment and procedures, providing information as needed in response to general telephone inquiries and visitor referrals. Work product directly affects the health of medical and surgical patients, timeliness and effectiveness of care, as well as the reliability and adequacy of the supply chain.
Factor 6 - Personal Contacts
There are a wide variety of people contacted, including co-workers and professional staff, such as physicians, nurses and technicians. Daily contacts are made with clinical staff that uses medical supplies, along with other Logistics personnel; all contacts require tact and diplomacy.
Factor 7 - Purpose of Contacts
The purpose of contacts is to understand clinical needs and plan for delivery of needed supplies. May also interface with clinical and administrative customers to resolve supply management issues to include receiving requests, clarifying user requirements, explaining delays, expediting deliveries, and resolving problems.
Factor 8 - Physical Demands
The work requires standing and walking during the entire workday, and frequent reaching, bending and lifting of supply packages (occasionally weighing as much as 50 pounds). Work requires pushing loaded carts of medical supplies (weighing in excess of 100+ pounds). With proper assistance, moves heavier items' weighing over 40 pounds.
Factor 9 - Work Environment
Work is performed throughout the medical center and supported catchment areas, which includes wards, storage buildings, and warehouses that range from a clean environment to hot, cold, drafty, and poorly lighted. The possibility of trips, falls, scrapes, cuts, bruises, or injury are present in the day-to-day work of the position.
