This position is located in the Drug Enforcement Administration (DEA), Office of Investigative Technology (ST) Audio/Video Surveillance Section (STV).
This position(s) primary purpose is to serve as a Senior Telecommunications Specialist (Surveillance) and technical expert in the areas of covert surveillance, tracking, and interception to assist Special Agents, personnel internal or external to the agency, and across the DEA world-wide.

As a Telecommunications Specialist (Surveillance) your typical work assignments may include:
Serving as a technical expert in systems design, engineering, optimization, and modifications for large and diverse inventory of highly specialized state-of-the-art electronics.
Gathering activities such as Title III intercept equipment, and computerized equipment used in surveillance and data to support criminal investigations and prosecutions.
Providing consultative/planning, advising, continuously evaluating advancements in technology and equipment for adoption/modification of the ST program DEA wide.
Carrying out expert knowledge in installations, configurations, maintenance, monitoring and troubleshooting of various IP or data networking equipment and IP or data systems to include firewalls, switches, routers, servers, wireline transport (circuits) etc.
Conducting covert surveillance and collection operations both day and night in very close proximity to known or suspected violent offenders.
Consulting and advising stakeholders to understand requirements, recommending solutions, and participating in the development of operational plans/planning in regards to safety.

0391-13 within 12-18 months of assignment.

Qualifications

BASIC Requirement:
A Major study during Undergraduate and Graduate Education: electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled (Telecommunications Specialist (Surveillance)) OR;
Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
Specialized Experience:
Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You may qualify at the GS-12 level, if you fulfill the following qualification requirement: 1 year equivalent to the GS-11 level performing the following duties: 1) Operating highly specialized, complex, and sensitive collection systems from ground or air; 2) Testing and using networks, including radio frequency-based (e.g., cellular, radio, Wi-Fi) and internet protocols; 3) Assisting and supporting trainers that conduct technology best practices, systems maintenance, enhancements and new procedures.
You may qualify at the GS-13 level, if you fulfill the following qualification requirement: 1 year equivalent to the GS-12 level performing the following duties: 1) Installing and maintaining highly specialized, complex, and sensitive collection systems from ground or air; 2) Preparing criteria and specifications to test telecommunications equipment; 3) Conducting training and certifications in the utilization of such systems/equipment; 4) Facilitating advance techniques to gather evidence and intelligence to support prosecutors.
